SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
WINDOWS SERVER LICENSES
RECOMMENDATION:
City Council to consider approvai of a resolution for the purchase of Microsoft Windows
Datacenter Server Licenses for the Information Technology department from SHI
Government Solutions through an interlocal agreement with the State of Texas
Department of Information Resources (DIR).
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-44500-120-1 (I.T. License
and Maintenance Fees) for an amount not to exceed $65,702.40.
BACKGROUND:
This purchase is for information technology server licenses. To date, the City has 125
virtual servers on eight physical host servers. In an effort to consolidate the expense and
maintenance of these servers, the upgrade to Microsoft Datacenter licenses will allow for
up to 96 Windows servers to be licensed on a single host server—thus increasing the
number of servers available as the City continues to increase IT services and applications.
Currently, each server license is purchased individually without any ability to upgrade or
maintain them due to the lack of a "warranty," aka "Software Assurance." The Microsoft
Datacenter licenses will include Software Assurance (SA), allowing the servers to be
eligible for all future upgrades, as well as the ability provide a higher uptime on all services
(applications). This is recommended so that each service or application can be addressed
and updated individually as opposed to any updates affecting a number of services that
may be running on one server.
This purchase will be made in accordance with an existing interlocal agreement with the
State of Texas Department of Information Resources (DIR) as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to SHI Government
Solutions. The IT department staff and Purchasing reviewed the contract for departmental
specification compliance and pricing and determined that the contract would provide the
best product and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO. 2017-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
WINDOWS SERVER LICENSES FOR THE INFORMATION
TECHNOLOGY DEPARTMENT THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into an Interlocal Agreement with
other qualified agencies in the State of Texas; and
WHEREAS, the State of Texas Department of Information Resources (DIR) is a
qualified purchasing cooperative program as authorized by Texas Local Government
Code, Chapter 271 and Texas Government Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement
with the DIR and wishes to utilize established contracts meeting all State of Texas bidding
requirements; and
WHEREAS, the DIR has established a contract with SHI Government Solutions
under contract number DIE-SDD-2503 for IT Products and Related Services; and
WHEREAS, the City of Grapevine, Texas has a need for Windows Server Licenses
for the Information Technology department; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of Windows Server Licenses for the IT department from SHI Government
Solutions through an Interlocal Agreement with DIR for an amount not to exceed
$65,702.40.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of Windows Server Licenses.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of January, 2017.
