The properties contain a DFW 3� total of 2.34 acres and have no direct frontage along Half-Johnson Airport 6 L East Dallas Road or Texan Trail. I T———— L--i REQUESTED CONDITIONAL USE AND COMMENTS: The subject property at 1028 and 1030 Texan Trail was previously approved for conditional use permit CUl 1-21 (Ordinance No.2011-050)allowing a 5.86-acre reduction to the size of a planned business park to accommodate a zone change request for the Grapevine Station multifamily development to the north. However, no specific development plans have moved forward on these two lots to date. This request is for a conditional use permit to amend the previously approved site plans for both lots. The proposed use for the properties located at 1028 and 1030 Texan Trail is to combine two existing platted lots that have remained undeveloped within the existing planned business park. The combined site will be developed with 30 privately owned, customizable luxury garage/office units. These units are intended to serve individual owners, primarily small business owners and hobbyists who require secure, climate- controlled space for the storage of private collections, including vehicles and similar items. The development will feature modern architectural design and will be sold in a CU25-47.4 condominium form of ownership. The facility will operate as a private development and will not be open to the public. Access to the property will be restricted through controlled, gated entry limited to unit owners and their authorized guests. This controlled access ensures enhanced security and minimizes traffic and activity beyond what is typical for a business park setting, while remaining compatible with the surrounding uses within the district. No ground signage is planned for the proposed development. The site is set back a significant distance from Texan Trail to the east and East Dallas Road to the south, which may limit its visibility to the public. Furthermore, the development requires a total of 94 parking spaces, 101 spaces will be provided on-site, including those located within and in front of each unit. PRESENT ZONING AND USE: 1028 and 1030 Texan Trail are both undeveloped except for common drive aisles and public utilities traversing portions of both lots to serve other developed lots within the planned business park and is also zoned "BP", Business Park District. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the properties to the east and north were zoned "C-2", Community Business District prior to the 1984 City-wide Rezoning. • On December 16, 2003, City Council approved zone change Z03-09 (Ord. 2003- 81) for the subject site, properties to the east and north to "BP", Business Park District. • On February 17, 2004, City Council approved conditional use request CU04-02 (Ord. 2004-15) to establish a 23-acre business park on the subject property. • On June 21, 2005, City Council approved conditional use request CU05-26 (Ord. 2005-046) to allow two office developments within the planned business park. • On September 20, 2011, City Council approved conditional use request CU11-21 (Ord. 2011-50) allowing a 5.86-acre reduction to the size of the business park to accommodate a zone change request for the Grapevine Station multifamily development to the north. Box Addition and Office/warehouse building AIRPORT IMPACT: The subject site is located within "Zone A" of Minimal Effect as defined on the "Aircraft Sound Exposure: Dallas/ Fort Worth Regional Airport Environs" Map. Few activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal is an appropriate use in this noise zone. MASTER PLAN APPLICATION: Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject properties as Industrial (1) land use. The applicant's proposal is not compliant with the Master Plan; however, this property is proposed for amendment with Case #MP24-01 to the Commercial (CO) future land use designation. and WHEREAS, the City Council of the City of Grapevine, Texas, at a public hearing called by the City Council of the City of Grapevine, Texas, did consider the following factors in making a determination as to whether this requested conditional use permit should be granted or denied; and WHEREAS, all of the requirements of Section 48 of Ordinance No. 82-73 have been satisfied by the submission of evidence at a public hearing; and WHEREAS, the City Council further considered among other things the character of the existing zoning district and its peculiar suitability for particular uses and with the view to conserve the value of buildings and encourage the most appropriate use of land throughout this City; and WHEREAS, the City Council of the City of Grapevine, Texas, does find that there is a public necessity for the granting of this conditional use permit, that the public demands it, that the public interest clearly requires the amendment, that the zoning changes do not unreasonably invade the rights of those who bought or improved property with reference to the classification which existed at the time their original investment was made;
