HomeMy WebLinkAboutItem 09 - Faith Christian SchoolMEMO TO: HONORABLE MAYOR, CITY COUNCIL MEMEBERS FROM: BRUNO RUMBELOW, CITY MANAGER ERICA MAROHNIC, DIRECTOR, PLANNING SERVICES MEETING DATE: JANUARY 20, 2026 SUBJECT: CONDITIONAL USE APPLICATION AND PLANNED DEVELOPMENT OVERLAY CU24-37/PD24-05 GRAPEVINE FAITH CHRISTIAN SCHOOL MULTIPURPOSE FACILITY RECOMMENDATION: Staff recommends the City Council accept the applicant’s request for an extension of conditional use permit and planned development overlay CU24-37 and PD24-05, and take any other necessary action. BACKGROUND: On September 17, 2024, City Council approved CU24-37 (Ord. 2024-085) and PD24-05 (Ord. 2024-086) to construct football seating and a new multipurpose facility, and with a planned development overlay to deviate from the height regulations of Section 15, “R-7.5”, Single-Family District. This request is for an extension of a previously approved plan. The original proposal included a multi-purpose facility and seating improvements on the subject site. Visitor bleachers were proposed on the west side of the existing football field, and the home-side bleachers were proposed to be rebuilt on the east side and connected to the multi-purpose facility. The project includes a 64,157-square-foot indoor practice field and practice gyms (Phase 3) and a two-story, approximately 26,000-square-foot facility (Phases 1 and 2) containing locker rooms, concessions, restrooms, a weight room, training rooms, offices, meeting rooms, and a press box. An existing field house is proposed to be demolished. The plan also approved a planned development overlay to deviate from Section 15 of the Comprehensive Zoning Ordinance, No. 82-73. The “R-7.5” District limits secondary structures to one-story and 16 feet in height; the proposed facility includes a two-story field house/press box and an indoor practice field with a maximum height of 56 feet. CU24-37.41 & PD24-05.41 2 The first phase of the multi-phase project was originally planned to include the multi- purpose facility, for which the building permit is currently under review. The property owner has since elected to modify the project phasing and instead advance construction of the home bleachers and visitor bleachers. Future phases of the project have not yet been determined. The overall vision and master plan remains intact to include new bleachers, field house, indoor practice facility, terracing north of the field, and parking improvements. However, these improvements will be phased over time. Architectural and Engineering plans are being prepared for Phase 1 implementation in 2026. These improvements will include the following: ●Home Bleachers - No significant changes from the approved CU24-37. Seating 550-600, flatwork to connect to parking lot, structural system for bleachers with grade beams and piers, storage underneath, new press box, water, sanitary sewer, and storm drain utilities to run underneath bleachers for future connections to field house and indoor practice facilities as required. ●Visitor Bleachers – No changes from the approved CU24-37. Added sidewalk from restroom facility to bleachers. ●North Terrace – No changes from the approved CU24-37. With your permission we would like to move forward with Phase One. Future phases will include demolition of the existing fieldhouse, parking improvements, field house, and indoor practice facility.
