HomeMy WebLinkAboutItem 13 - Victim Service Coordinator MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 20, 2026 SUBJECT: APPROVAL OF A RESOLUTION FOR THE VICTIM ASSISTANCE, GENERAL DIRECT SERVICES GRANT PROGRAM RECOMMENDATION: City Council to consider a resolution authorizing the submission oof an applicaiton to participate in the State of Texas, Office of the Governor, Victim Assistance, General Direct Services Grant Program for a Victim Service Coordinator. FUNDING SOURCE: N/A BACKGROUND: The Criminal Justice Division of the Office of the Governor for the State of Texas administers the Victim Assistance, General Direct Services Grant Program to support agencies that provide essential, trauma-informed services directly to victims of crime. During the first year of the grant, the Grapevine-Colleyville regional application was submitted as a collaborative effort in partnership with the City of Colleyville to enhance continuity of victim services across both jurisdictions. This program strengthens access to safety, justice, and recovery by funding personnel who deliver immediate and ongoing support to victims and their families. The Department is seeking approval from the Office of the Governor, as funds have been allocated under this program for the second-year renewal. The position will continue to provide direct services to victims within both the City of Grapevine and the City of Colleyville, increasing regional capacity and ensuring consistent, coordinated support regardless of where the crime occurs. Both cities continue to serve victims affected by domestic violence, sexual assault, child abuse, elder abuse, human trafficking, and other violent crimes. Victims often require immediate crisis intervention, safety planning, emotional support, advocacy, and assistance in navigating the criminal justice system and available community resources. To effectively meet these needs, it is essential to establish a position dedicated exclusively to victim-centered, trauma-informed services. The Victim Services Coordinator will respond to the emotional and physical needs of crime victims, assist victims in stabilizing their lives after victimization, help them understand and participate in the criminal justice process, and support their ongoing safety and security. The role will also bolster interagency collaboration, coordinate resources between Grapevine and Colleyville, and ensure documentation and reporting consistent with Victims of Crime Act (VOCA) requirements. This position aligns with federal and state priorities to expand comprehensive, accessible services for crime victims. Establishing the Victim Services Coordinator will significantly improve the availability, timeliness, and continuity of support for victims in both Grapevine and Colleyville. The grant performance period is October 1, 2026, through September 30, 2027. This is a three-year grant with an annual application requirement. The current application corresponds to the second year of the grant cycle. Staff recommends approval. RESOLUTION NO. 2026-004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION ON BEHALF OF THE CITY OF GRAPEVINE, TEXAS FOR THE PURPOSE OF PARTICIPATING IN THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, VICTIM ASSISTANCE, GENERAL DIRECT SERVICES GRANT PROGRAM, FOR A VICTIM VI COORDINATOR; HEREINAFTER REFERRED TO AS THE "GRANT PROGRAM"; CERTIFYING THAT THE APPLICANT IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANC; AND PROVIDING AN EFFECTIVE DATE WHEREAS, The City of Grapevine ("the Applicant") is fully eligible to receive assistance under the Grant Program; and WHEREAS, the Applicant is desirous of authorizing an official to represent and act for the Applicant in dealing with the Police Department ("the Department") concerning the Grant Program; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the citizens of The City of Grapevine that the Grant Program be operated for the Fiscal Year 2027. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the Applicant hereby certifies that they are eligible to receive assistance under the Grant Program. Section 3. That the Applicant agrees to provide the applicable matching funds for the Grant Program as required by the Victim Assistance, General Direct Services (Victim Services Coordinator) Grant Program. Section 4. That the Applicant agrees that in the event of loss or misuse of grant funds, the Applicant assures the funds will be returned to the Office of the Governor in full. Section 5. That the Applicant hereby authorizes and directs the Chief of Police as the "Authorized Official" who is given the power to apply for, accept, reject, alter, or terminate this grant, as well as given the authority to sign all grant adjustment requests, inventory reports, progress reports and financial reports or any other official documents related to the grant on behalf of the City of Grapevine. Section 6. That the Applicant hereby designates the Accounting Manager as the grantee's "Financial Officer," who is given the power to submit financial and/or programmatic reports or alter a grant on behalf of the Applicant agency. Section 7. The Applicant hereby specifically authorizes the official to make application to the Department accepting funds from the State of Texas, Office of the Governor, Victim Assistance, General Direct Services. Grant No. 5437102. Section 8. That this resolution shall take effect from and after the date of its passage.
