HomeMy WebLinkAboutItem 14 - Detective MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 20, 2026 SUBJECT: PPROVAL OF A RESOLUTION AUTHORIZING GRANT APPLICATIONS FOR CRIMES AGAINST WOMEN DETECTIVE RECOMMENDATION: City Council to consider a resolution authorizing the submission of an application for the purpose of participating in the State of Texas, Office of the Governor, Violence Against Women Detective Formula Grant Program FUNDING SOURCE: NA BACKGROUND: The Criminal Justice Division of the Office of the Governor for the State of Texas administers the Violence Against Women/Crimes Against Women Formula Grant Program to assist law enforcement agencies in providing services and support directly to victims and families affected by crime. The purpose of this grant program is to promote a coordinated, multi- disciplinary approach to improving the justice system's response to violent crimes against women, including domestic violence, sexual assault, dating violence, and stalking. The Department is seeking approval from the Office of the Governor, as funds have been allocated under this program for the third-year renewal of a detective position dedicated to these offenses. This detective position will remain assigned to the Criminal Investigations Division to ensure continued, specialized attention to crimes against women within the City. The Department continues to experience cases involving domestic violence, sexual assault, stalking, and related offenses against women, requiring investigative efforts and close coordination with victim services and prosecutors. To ensure an effective and timely response, the Department seeks to maintain specialized personnel dedicated to managing these complex and sensitive cases, and this grant provides an opportunity to bolster investigative resources with minimal impact on the City's budget. The Crimes Against Women Detective will focus on investigating domestic violence, sexual assault, dating violence, stalking, and closely related crimes, including human trafficking and other associated offenses. Key responsibilities will include providing victim assistance and advocacy coordination, collaborating with community -based and regional advocacy partners, collecting and processing evidence, conducting interviews, preparing thorough cases for prosecution, delivering training and community education, staying current on legal and best -practice developments, and ensuring robust reporting, documentation, and interagency coordination consistent with grant requirements. This program, which is aligned with the federal Violence Against Women Act (VAWA), is designed to strengthen law enforcement capabilities in responding to and prosecuting violent crimes against women while enhancing victim safety and access to services. Maintaining a dedicated detective for these cases is critical to improving outcomes for victims, holding offenders accountable, and reducing the incidence and impact of such crimes in the Grapevine community. Staff recommends approval. RESOLUTION NO. 2026-005 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION ON BEHALF OF THE CITY OF GRAPEVINE, TEXAS FOR THE PURPOSE OF PARTICIPATING IN THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, VIOLENCE AGAINSTL GRANT PROGRAM, FOR ATHIRD YEAR RENEWAL, HEREINAFTER REFERRED TO AS THE "GRANT PROGRAM"; CERTIFYING THAT THE APPLICANT IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; AND PROVIDING AN EFFECTIVE DATE WHEREAS, The City of Grapevine ("the Applicant") is fully eligible to receive assistance under the Grant Program; and WHEREAS, the Applicant is desirous of authorizing an official to represent and act for the Applicant in dealing with the Police Department ("the Department") concerning the Grant Program; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the citizens of The City of Grapevine that the Grant Program be operated for the Fiscal Year 2027. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the Applicant hereby certifies that they are eligible to receive assistance under the Grant Program. Section 3. That the Applicant agrees to provide the applicable matching funds for the Grant Program as required by the Violence Against Women Formula Grant. Section 4. That the Applicant agrees that in the event of loss or misuse of grant funds, the Applicant assures the funds will be returned to the Office of the Governor in full. Section 5. That the Applicant hereby authorizes and directs the Chief of Police as the "Authorized Official" who is given the power to apply for, accept, reject, alter, or terminate this grant, as well as given the authority to sign all grant adjustment requests, inventory reports, progress reports and financial reports or any other official documents related to the grant on behalf of the City of Grapevine. Section 6. That the Applicant hereby designates the Accounting Manager as the grantee's "Financial Officer," who is given the power to submit financial and/or programmatic;reports or alter a grant on behalf of the Applicant agency. Section 7. The Grapevine City Council approves submission of the grant application for the State of Texas, Office of the Governor, Violence Against Women Formula Grant, to the Office of the Governor. Grant#5010803. Section 8. That this resolution shall take effect from and after the date of its passage.
