SUBJECT: AUTHORIZE THE PURCHASE OF FIRST RESPONDER MENTAL
HEALTH SERVICES.
RECOMMENDATION: City Council to consider approval for the purchase of first responder
mental health services from RGI Readiness Group.
FUNDING SOURCE: Funds are available in the Grant Fund for an amount not to exceed
$175,000.
BACKGROUND: The City of Grapevine Fire Department, on behalf of the Northeast Fire
Department Association (NEFDA), applied for, and has been awarded, the
third year of a First Responder Mental Health Program grant through the
Office of the Governor's Public Safety Criminal Justice Division for the
fiscal year 2026. The grant does not require in-kind matching funds this
year.
The grant provides the third year of our First Responder Mental Health
Program for all 14 NEFDA cities, plus DFW Airport Fire Rescue. The grant
continues the resiliency program across all organizations, including
training for individual and NEFDA-wide Peer Support Teams.
Funds were appropriated by City Council on November 4, 2025. This
memo seeks authorization to spend appropriated funds.
Staff recommends approval.
