NOTICE OF PUBLIC HEARING
GRAPEVINE CITY COUNCIL AND
PLANNING AND ZONING COMMISSION
Because you are a property owner within 200 feet of the subject tract of land as shown by
the last City-approved tax rolls, you received this notice. If you cannot or do not wish to
attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote of
the City Council is required to approve the request.

Purpose of Request:
The public hearing is to consider an application submitted by Jamie Williamson with BB Living for
property located at 4201 State Highway 360, platted as Reserve at Bear Creek, 69 Townhome Lots
& 8 Common Area Lots. The site was previously approved for a planned development overlay
PD24-01 (Ord. 2024-028) to deviate from, but not be limited to lot size, side yard setback, front yard
setback, lot width, lot depth, maximum building height, and to allow front entry garages for lots less
than 40-feet in width in conjunction with a townhouse development. This request is for a planned
development overlay to amend the previously approved building elevations and reduce building
height from three-story to two-story townhomes. The property is zoned “R -TH”, Townhouse District
and is owned by Bear Creek Grapevine Townhomes, LLC.
A copy of the site plan is on file with the Department of Planning Services or online with the City
Council packets at https://grapevinetexas.gov/89/Agendas -Minutes 72 hours prior to the meeting.

emarohnic@grapevinetexas.gov and atriplett@grapveinetexas.gov. Verify that all text is
legible on an 11”x 17” sheet. Do not reproduce final copies requested below prior to
Planning Staff approval.
PROJECT DESCRIPTION: PD25 -06; Reserve at Bear Creek – submitted by
Jamie Williamson, BB Living for property located at 4201 State Highway 360,
platted as Reserve at Bear Creek, 69 Townhome Lots & 8 Common Area Lots.
The site was previously approved for a planned development overlay PD24 -01
(Ord. 2024 -028) t o deviate from, but not be limited to lot size, side yard setback,
front yard setback, lot width, lot depth, maximum building height, and to allow
front entry garages for lots less than 40 -feet in width i n conjunction with a
townhouse development. This request is for a planned development overlay is to
amend the previously approved building elevations and reduce building height
from three stories to two story townhomes. The property is zoned “R -TH”,
Townho use District and is owned by Bear Creek Grapevine Townhomes, LLC
(Ravab Ali).
PLANNING SERVICES
All Sheets in Plan Set
• Add Title Block and Signature/Approval Block to all sheets.
• Update sheet numbering to reflect new plan set.
• Table on coversheet will not be readable on 11” x 17”.
• First sheet is overlay plan from 2018, a bunch of information is wrong, including:
two phases, trails are shown but are not where they have been constructed, utilities
needs to be shown including driveway locations, electric, etc. all shown on same
plan. We can’t take the old plan and simply stick new elevations with it. All plans
need to be pulled together.
Master Site Plan – Sheet #
• Under Zoning Notes:
o Add new purpose statement for PD overlay amendment, such as “The
purpose of this Planned Development Overlay is to amend the previously
approved building elevations and reduce building height from three-story to
two-story townhomes.”
o Update all Zoning Note language to reflect previous approval. Many of these
were already approved with PD24-01.

• In Area Regulations chart, update proposed deviation for Maximum Height to
reflect change to 2 stories.
• Provide external curve radii on all internal one-way loop streets.

NOTE: Light fixtures excluding accent lighting of architectural building features and
lighting of public art or public monuments shall be mounted no higher than the highest
point of the primary structure on the property. In no case shall light poles be greater t han
30 feet in height.
• On Signature/Approval Block:
o Update sheet numbering to reflect new plan set.
o Correct department name. It is “Planning Services Department”, not
“Department of Planning Services”.
Building Elevations – Sheet #
• Add Title Block and Signature/Approval Block to all sheets.
• On Key Plan (Sheet A-0.0), write out descriptions for each abbreviation, to match
with subsequent sheet descriptions. For example, for “3A-H: 3 PLEX-A, HILL
COUNTRY STYLE”).

Reduce light levels at ground level of all property lines of the subject property to the
following levels based on the zoning of the adjacent properties:
• Single-family – 0.2 footcandles
• Multi-family – 0.5 footcandles
• Non-residential districts, streets – 3.0 footcandles
• Industrial districts – 5.0 footcandles

PUBLIC WORKS
Contact Paul Lee - Civil Engineer or Cristin Turner (Platting) – Civil Engineer
at 817.410.3000 for the following comments:
• All sheets of the Plans must show all existing facilities as they are currently
constructed. The site plan submitted was the original site plan. This was not what
was constructed. All plans need to show new buildings, driveways, sidewalks,
trails. Appurtenances like electrical transformers, street lighting, spectrum boxes,
water meters, sanitary sewer services and any other structure that will affect the
placement of the driveway, doors or other feature of the proposed building must
be shown. • Sidewalks for the neighborhood were allowed to meet the frontage sidewalk
requirement. Show walls and gates installed that will affect the public use of these
items. • An amended plat will be required to update the easement locations for the trail.

• The plat is filed with street names recorded. All plans should show the street
names and addresses assigned.
• The site plan shows Phase lines that no longer apply. Revise or remove these
lines and notes

required and will be attached to the planned development overlay ordinance as a
separate exhibit.
