HomeMy WebLinkAboutItem 09 - Shooting Range MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 3, 2026 SUBJECT: APPROVAL OF SHOOTING RANGE REMEDIATION AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approval of a proposal to complete response actions at the closed Grapevine Shooting Range by Environmental Logistics Company, LLC, a task order by Terracon Consultants, Inc., an ordinance appropriating the funds, and take any necessary action. FUNDING SOURCE: Funds are available in the Capital Projects Fund for an estimated amount of$592,000 BACKGROUND: The City of Grapevine operated a shooting range on USACE property from the mid 1980's. until 2018 when the indoor gun range at 1960 Enchanted Way was acquired. Since that time, staff has worked with the Texas Commission on Environmental Quality (TCEQ) to evaluate, plan, remediate, and close the open-air range at 3800 Fairway Drive (TCEQ Facility ID No. T3573/ CN600259683 / RN102468873). We have received approval from the TCEQ to move forward with the remediation. Working with Terracon Consultants, Inc., our on-call testing and environmental resource, we received and evaluated bidders to perform this specialized work. In coordination with Terracon Consultants, staff selected Environmental Logistics Company, LLC for the project. The work consists of the removal of 6,000 cubic yards of soil below the Critical Protection Concentration Level (PCL) and on-site screening/stabilization of 450 cubic yards of material to reduce the concentration below the PLC. All material will be removed to a landfill. The cost for this effort is $433,000 rounded to $500,000 to allow for a 15% field contingency. Terracon will provide oversight and all required TCEQ reporting for the effort and closure of the site estimated at $92,000 for a total project cost of $592,000. This purchase will be made in accordance with existing interlocal agreements with Omnia Partners Public Sector, Region VIII Education Service Center in Texas as allowed by Texas Local Government Code, Section 271 and Texas Government Code, Section 791. Staff recommends approval BB/ds ORDINANCE NO. 2026-008 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $592,000 IN THE CAPITAL PROJECT FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete the remediation of lead-impacted soils at the Grapevine Shooting Range (3800 Fairway Drive) under TCEQ Facility ID No. T3573 / CN600259683 / RN102468873, including berm excavation oversight, off-site disposal of approximately 6,000 cubic yards of soil (with approximately 450 cubic yards for screening and stockpiling), confirmation sampling, monitoring well plugging, preparation of a TRRP Response Action Completion Report (RACR), and site closure assistance; and WHEREAS, funding is available in the Capital Project Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council finds that there is a public necessity for the enactment of this ordinance and that its adoption is in the best interests of the health, safety, and welfare of the public; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $592,000 be appropriated from the Capital Project Fund for the remediation and off-site disposal of lead-impacted soils at the Grapevine Shooting Range. Section 3. That a copy of the revised FY 2025-2026 annual budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained. That all matters stated above are found to be true and correct and are incorporated herein as if copied in their entirety.
