City Council to recess to the City Council Conference Room to conduct a closed session relative to: A. Consultation with and legal advice from the City Attorney regarding pending litigation (Muns, et al. v. Grapevine – Cause No. 348-303736-18), pursuant to Section 551.071, Texas Government Code. B. Real property relative to deliberation of the purchase, exchange, lease, sale or value of real property (City facilities, Public Works, and the 185 acres) pursuant to Section 551.072, Texas Government Code. C. Conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate, stay, or expand in the City; deliberate the offer of a financial or other incentive; with which businesses the City is conducting economic development negotiations pursuant to Section 551.087, Texas Government Code. City Council to reconvene in open session in the Council Chambers and take any necessary action relative to items discussed in Executive Session. REGULAR MEETING: 7:30 p.m. - City Council Chambers 2. Invocation: Dr. Doug Page, Pastor at First Baptist Grapevine 3. Pledge of Allegiance: Troop 700G CITIZEN COMMENTS 4. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Citizens will have three (3) minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. PRESENTATIONS 5. Mayor Tate to present a proclamation recognizing February 15th as School Resource Officer Appreciation Day. 6. Assistant Fire Chief to recognize the Parks and Recreation team and Fire Department members for saving a life at The REC. 7. Chief Financial Officer to present options regarding Crime Control and Prevention Election. 8. Economic Development Director to present overview of upcoming Historic Grapevine Commercial Façade Program. NEW BUSINESS 9. Consider the proposal to complete response actions at the closed Grapevine Shooting Range by Environmental Logistics Company, LLC, a task order by Terracon Consultants, Inc., Ordinance No. 2026-008 appropriating the funds, and take any necessary action. 10. Consider Ordinance No. 2026-009 amending the Grapevine Code of Ordinances Chapter 14 by amending and replacing Article I to prohibit eight-liners and other gambling devices and take any necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 11. Consider an annual contract for utility bill printing, mailing and offset printing services with DataProse, Inc. Chief Financial Officer recommends approval. City Council February 3, 2026 Page 2 12. Consider the renewal of annual Adobe Pro software licenses for City users. Chief Financial Officer and Chief Information Officer recommend approval. 13. Consider the purchase of first responder mental health services from RGI Readiness Group. Fire Chief recommends approval. 14. Consider renewal of online job services from GovernmentJobs.com DBA NeoGov. Director of Human Resources recommends approval. 15. Consider the annual renewal of What’s Up Gold Enterprise support/subscription from SHI Government Solutions. Chief Information Officer recommends approval. 16. Consider an annual contract for aquatic maintenance services from CK Pools. Director of Parks and Recreation recommends approval. 17. Consider funding for security and traffic control services during City special events with the police departments from the Cities/Towns of Bedford, Colleyville, Coppell, Euless, Flower Mound, Forney, Haltom City, Hurst, Keller, Northlake, North Richland Hills, Richland Hills, Roanoke, Southlake, Watauga, White Settlement, and Trophy Club; and the DFW Airport Police Department. Police Chief recommends approval. 18. Consider the purchase of a dual-purpose apprehension and bomb K-9, to include the training for the dog and handler team. Police Chief recommends approval. 19. Consider Resolution No. 2026-007 authorizing the submission of an application to participate in the State of Texas, Office of the Governor, Criminal Justice Grant Program to purchase two solar-powered mobile surveillance trailers. Director of Public Works recommends approval. 20. Consider declaring certain property as surplus property and authorizing their sale through public auction. Director of Public Works recommends approval. 21. Consider the purchase of Samsara telematics annual subscription services from Samsara, Inc. Director of Public Works recommends approval. 22. Consider Resolution No. 2026-008 calling the 2026 City Officers Election to be held on Saturday, May 2, 2026, designating the polling place and, if necessary, a run-off election to be held on June 13, 2026. City Secretary recommends approval. 23. Consider the minutes of the January 20, 2026 Regular City Council meeting. City Secretary recommends approval. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed City Council February 3, 2026 Page 3 to the public. Any decision held on such matter will be taken or conducted in open session following conclusion of the executive session.
