Citizen Comments Any person who is not scheduled on the agenda may address the Parks & Recreation Advisory Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the staff. A member of the public may address the Parks & Recreation Advisory Board regarding an item on the agenda either before or during the Board’s consideration of the item, upon being recognized by the Chairman or upon the consent of the Parks & Recreation Advisory Board in accordance with the Texas Open Meetings Act, the Parks & Recreation Advisory Board is restricted in discussing or taking action during Citizen Comments. LIAISONS: Chris Coy — City Council Kathy Spradley, GCISD School Board Liaison Addison Gormley — CHHS Student Liaison Brynley Inglis — GHS Student Liaison Constituting a quorum with the following members of City staff: Chris Smith, Director Trent Kelley, Deputy Director Megan Holladay, Administrative Manager Kathy Nelson, Planning Manager Christian Ross called the meeting to order at 6:00 PM. A prayer and moment of silence led by Christian Ross. Approval of Minutes A motion was made to approve the January 15, 2026 meeting minutes. Motion: Robertson, Member Second: Light, Member Ayes: Light, Robertson, Readicker, Fenton, Copeland, Guthrie, Stephens, Ross, McDowell Nays: 0 Abstention: 0 Approved: 9-0-0 Citizen Comments None New Business The following Adopt -An -Area renewal agreements were reviewed: Young Men's Service League — Lakes Chapter, Neill Family, House of Shine Inc, and The Preston Family. A motion was made to approve the reviewed Adopt -An -Area agreements. 1 Motion: Stephens, Member Second: Fenton, Member Ayes: Light, Robertson, Readicker, Fenton, Copeland, Guthrie, Stephens, Ross, McDowell Nays: 0 Abstention: 0 Approved: 9-0-0 Presentation Ryan Murphy with ETC Institute presented findings from Master Plan survey results. GCISD Student & Board Liaison Update Brynley Inglis, GHS Liaison, provided an update regarding all that is going on at Grapevine High School. Addison Ghomley, CHHS Liaison, provided an update regarding all that is going on at Colleyville Heritage High School. Kathy Spradley, GCISD School Board Liaison, provided an update. She shared surveys available to community members regarding the next Superintendent. City Council Chris Coy, City Council Liaison, provided an update. He shared updates from council regarding the Fire Department. He shared updates regarding the vehicle building that will be built along Main Street within the Heritage Center. He shared that he and Duff are running uncontested during the election in May. Parks and Recreation Updates Chris Smith, Director, provided an update for the Parks and Recreation. He provided a brief update regarding The REC expansion and update and the Vineyard Campgrounds RFQ. Trent Kelley, Deputy Director, provided an update for the Parks and Recreation. He shared that the turf is updated at Oak Grove Baseball. He shared that the Minnow Loop concrete was poured today. The Sensory Room at The REC is currently under construction. He shared about Roots for Wings that will be brought to Council soon. Adjourn Christian Ross adjourned the meeting at 7:OOPM.
