Planning and Zoning Commission to conduct a briefing session to discuss all items scheduled on tonight's agenda; No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. JOINT MEETING WITH CITY COUNCIL: 7:30 p.m. - City Council Chambers 2. Invocation and Pledge of Allegiance: Vice-Chairman BJ Wilson JOINT PUBLIC HEARING 3. Conditional Use Permit CU16-34 (Ten50 BBQ) — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by John T Evans Company requesting a conditional use permit to amend the previously approved site plan of CU07-08 SPRC, CU06-50 (Ordinance No. 2006- 28) for a planned commercial center, specifically to allow for the possession, storage, retail sales and on-premise consumption of alcoholic beverages (beer, wine and mixed beverages), outside dining, and outdoor speakers in conjunction with a restaurant. The subject property is located at 1333 William D Tate Avenue and is zoned "HC" Highway Commercial. 4. Final Plat of Lot 3, Block 12, Starr Addition—City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Chris Minter requesting to replat a portion of Block 12, Starr Addition. The subject property is located at the southwest corner of Wall Street and Church Street. The applicant has requested to withdraw this request. Planning and Zoning Commission to recess to Planning and Zoning Commission Conference Room, Second Floor, to consider published agenda items. Conditional Use Permit CU16-34 (Ten50 BBQ) — Consider the application and make a recommendation to the City Council. 6. Final Plat of Lot 3, Block 12, Starr Addition —Consider the request to withdraw the application and make a recommendation to the City Council. 7. Consider the minutes of the November 15, 2016 Planning and Zoning Commission meeting. NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a representative will present the recommendations of the Planning and Zoning Commission to the City Council for consideration in the City Council Chambers. PLANNING & ZONING COMMISSION DECEMBER 20, 2016 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 20th day of December 2016 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver B J Wilson Monica Hotelling Gary Martin Beth Tiggelaar Dennis Luers Theresa Mason Robert Rainwater Chairman Vice -Chairman Member Member Member Member Alternate Alternate constituting a quorum with Jimmy Fechter absent and the following City Staff: Ron Stombaugh Albert Triplett, Jr. Susan Batte Development Services Assistant Director Planner 11 Planning Technician Chairman Oliver called the meeting to order at 7:00 p.m. BRIEFING SESSION ITEM 1. Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: CU16-34 TEN50 BBQ Chairman Oliver closed the Briefing Session at 7:09 pm. JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:42 p.m. in the City Council Chambers. Items 3-4 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. 122016 PLANNING & ZONING COMMISSION DECEMBER 20, 2016 PLANNING AND ZONING COMMISSION REGULAR SESSION CALL TO ORDER Chairman Oliver called the Planning and Zoning Commission regular session to order at 7:51 p.m. ITEM 5. CONDITIONAL USE APPLICATION CU16-34 TEN50 BBQ First for the Commission to consider and make recommendation to City Council was conditional use permit application CU16-34 for property located at 1333 William D Tate Avenue and platted as Lot 4A, Block 1, Hayley Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU06-50 (Ord. 2006-28) for a planned commercial center, specifically to allow the possession, storage, retail sales and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) outside dining and outdoor speakers in conjunction with a restaurant. In the Commission's regular session Dennis Luers moved to approve conditional use application CU16-34. Gary Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Martin, Tiggelaar, Luers and Rainwater Nays: None ITEM 4. FINAL PLAT APPLICATION LOT 3, BLOCK 12, STARR ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 3, Block 12, Starr Addition. The applicant requested to withdraw this final plat pending Board of Zoning adjustment action. In the Commission's regular session Gary Martin moved to withdraw the Statement of Findings and Final Plat Application of Lot 3, Block 12, Starr Addition. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Martin, Tiggelaar, Luers and Rainwater Nays: None ITEM 5. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the November 15, 2016, Planning and Zoning Meeting. 122016 2 PLANNING & ZONING COMMISSION DECEMBER 20, 2016 Dennis Luers moved to approve the November 15, 2016.
