Also present was City Council Liaison Sharron Rogers, and the following City Staff: Matthew Boyle Erica Marohnic David Klempin Albert Triplett Lindsay Flores Mona Hassan City Attorney Director, Planning Services Historic Preservation Officer Planner II Planner I Planning Technician CALL TO ORDER: 5:30 P.M. — Planning and Zoning Conference Room Chairman Sheppard called the Briefing Session of the Board of Zoning Adjustment to order at approximately 5:30 P.M BRIEFING SESSION 1. Roll Call. a. The Chair called roll. 2. Board of Zoning Adjustment to conduct a briefing session to discuss items scheduled to be heard at the March 2, 2026, public hearing. 03.02.26 mm 1 Agenda Item # 9 Erica Marohnic and Albert Triplett briefed the Board on the cases listed on their regular meeting agenda and took questions. Anderson joined the meeting at 5:40 p.m. Klempin joined the meeting at 5:57 p.m. ADJOURNMENT OF BRIEFING SESSION With no further discussion, Sheppard moved to adjourn the Briefing Session. The Briefing Session was adjourned at approximately 6:04 P.M. Public Hearing 3. Call to Order — Sheppard called the meeting to order at 6:15 P.M 4. Pledge of Allegiance — U.S. Flag 5. Pledge of Allegiance — Texas State Flag The Chairman administered the oath to all individuals who addressed the Board during the public hearing, prior to their testimony. CITIZEN COMMENTS 6. Dale Ander of 613 East Texas Street described concerns with the allowable side yard setback for a previously proposed garage relocation at 235 Austin Street, Grapevine, TX 76051 (BZA25-13). Mr. Ander interpreted the zoning ordinance to require a 30- foot setback, while staff interpreted a 20-foot setback requirement. OLD BUSINESS 7. None NEW BUSINESS 8. Board of Zoning Adjustment to conduct a public hearing relative to Board of Zoning Adjustment case BZA26-01 submitted by Kelly and James Clements for property located at 807 East Worth Street and consideration of the same. Albert Triplett presented the proposed plan and the applicant's request to table the request and public hearing to the April 6, 2026, meeting and answered questions from the Board. Gaspard moved to table BZA application BZA26-02 and the related public hearing to the April 6, 2026, meeting. Anderson seconded the motion, which prevailed by the following vote: Ayes: Sheppard, Anderson, Borley, Muras, Gaspard Nays: None Approved: 5-0 10. Board of Zoning Adjustment to conduct a public hearing relative to Board of Zoning Adjustment case BZA26-03 submitted by Mark Howe for property located at 1109 Airline Drive and consideration of the same. Erica Marohnic presented the proposed plan and answered questions from the Board. BZA26-03 Applicant Mark Howe of 3100 Carisbrooke Ct. Colleyville, TX, 76034, presented and answered questions from the Board. Joseph Sagastume of 1115 Airline Dr., Grapevine, TX, 76051, asked several questions regarding the applicant's scope of work and the potential impact to his neighboring property. Staff addressed Mr. Sagastume's questions. Borley moved to approve with conditions BZA application BZA26-03. Muras seconded the motion, which prevailed by the following vote: Ayes: Sheppard, Anderson, Borley, Muras, Gaspard Nays: None Approved: 5-0 03.02.26 mm 3 Agenda Item # 9 11. Consider the minutes of the January 5, 2026, Board of Zoning Adjustment meeting. Muras moved to approve the January 5, 2026, minutes for the briefing session and public hearing.
