HomeMy WebLinkAboutItem 24 - Water Meters and Manhole Monitoring MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 3, 2026 SUBJECT: ANNUAL CONTRACT FOR WATER METERS, SEWER MONITORING, AND ASSOCIATED EQUIPMENT RECOMMENDATION: City Council to consider renewal of the sole source agreement for the purchase and installation of water meters and associated equipment and manhole monitoring equipment from HydroPro Solutions, LLC, and an ordinance appropriating funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Utility Enterprise Fund in the estimated amount of$800,000. BACKGROUND: This item provides for the renewal of a sole source agreement with HydroPro Solutions, LLC for the purchase and as-needed installation of water meters from 5/8" (residential meters) up to 8" (industrial users). The HyrdoPro installation will also include a lead and copper inventory as the meters are replaced, as required by the Environmental Protection Agency (EPA) through the Texas Commission on Environmental Quality (TCEQ). In addition, staff uses this contract to install gas monitoring meters in the sewer system to track generation of corrosive gases in the system. City Council approved the contract with HydroPro on November 17, 2020, and renewed the contract on September 19, 2023, March 19, 2024, and March 18, 2025. This is the first of two renewals. To date, 10,300 meters have been replaced with the newer meters. The purchase of water meters, sewer monitoring, and required communication hardware will be made as a sole source purchase from HydroPro Solutions, LLC in accordance with Local Government Code Chapter 252, Subchapter B, §252.022. General Exemptions (a)(7)(A). Staff recommends approval. ORDINANCE NO. 2026-016 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE APPROPRIATION OF $800,000 IN THE UTILITY ENTERPRISE FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to fund an annual contract for the purchase of water meters, sewer monitoring and associated equipment; and WHEREAS, funding is available in the Utility Enterprise Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $800,000 be appropriated from the Utility Enterprise Fund for the purchase of water meters, sewer monitoring and associated equipment. Section 3. That a copy of the revised FY 2025-2026 annual budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
