Public Hearing — Cit,/ Council Chambers The Building Board of Appeals for the City of Grapevine, Texas, met on Monday evening, March 9, 2026, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the following members present to wit: Joe Lipscomb Jerrold Sklar Shea Kirkman Beck St. oii JWt IAt"1119 W111 Member Member Member Member Constituting a quorum. Also, present was City Council Representative Chris Coy and the following City Staff: Larry Gray Arnoldo Ramirez Erica Marohnic Josh Mullens Cpt. Wade Easley Kaitlen Cerney Connie Cook Building Official Assistant Building Official Planning Services Director Sr. Code Enforcement Officer Police Department City Attorney Building Services Assistant Permit Technician Chairman Joe Lipscomb called the Briefing Session of the Building Board of Appeals to order at approximately 6.-00 P.M. 2. I a 011 IN I PON NR I I I I Chairman Joe Lipscomb called the Public Hearing of the Building Board of Appeals tt order at approximately 618 P.M. 4. There was no one wishing to speak during citizen comments. NEW BUSINESS 5. Building Board of Appeals to conduct a public hearing relative to case DB26-01 submitted by City of Grapevine for property located at 431 North Scribner Street, Lot 72, Shady Oaks Mobile Home Park, Thomas Mahan Survey, Abstract 1050, Tract 4F Larry Gray explained that Staff recommended the Building Board of Appeals determine the property to be a dangerous building pursuant to Chapter 24, of the Grapevine Code of Ordinances and recommended the Board make a motion requiring the property to be demolished within 30 days. Mr. Gray stated that the owner of the manufactured home, Ms. Margarita Gonzales, was initially notified of the violation on December 31, 2025, no action had been taken by the property owner since the notification. Certified letters were sent to manufactured homeowner and registered letter mailed to property owner in Canada. Mr. Gray explained that there had been numerous Police and Code Enforcement actions at the property, a dangerous building placard had been placed on the building. Mr. Gray requested that the Board declare the subject property a dangerous building due to the lack of action by the property owner and occupant. With no questions for the Building Official, Larry Gray, Nelia Perkins representing a tenant in the manufactured home park requested clarification of notice, did this notict apply to all manufactured homes in the park? Chairman, Joe Lipscomb, stated this case was only for Lot 72. TT'ith no further questions for Mr. Gray and no additional speakers, Becky St. Jorn made a motion to close the public hearing. Jerrold Sklar seconded the motion which prevailed by the following vote. - VA Ayes: Lipscomb, Sklar, Kirkman, St.John, Custable, Harris Nays: on Abstain: None Absent: one 1) • the current condition i• the manufactured home on Lot 72. Mr. Gray stated, that it was in complete and total disrepair, photos show interior holes in floors, walls, no sanitary facilities making it habitable, there were windows broken and with cardboard over them, the underpinning is broken, allowing entry of ••- walls are leaning and listing, the ii• structure underneath is starting to fail, and the floor is failing in places. 2) Do the conditions of the structure present a hazard to public health, safety, or welfare? Mr. Gray stated, absolutely, the structure could collapse. 3) Did the city provide notice to the property owner identifying the dangerous conditions and requiring corrective actions. Mr. Gray stated, yes, a dangerous building placard was placed on the building to be vacated, repaired or demolished. 4) Has the property owner taken any steps to repair, remove or otherwise remedy the dangerous conditions? Mr. Gray stated, no action has been taken by the property owner. Jerrold Sklar made a motion that the Board found the structure, located at 431 North Scribner Street, Lot 72, Shady Oaks Mobile Home Park, Thomas Mahan Survey, Abstract 1050, Tract 4F to be declared a dangerous building, pursuant to Chapter 24, of the Grapevine Code of Ordinances and required the property to be repaired or demolished within 30 days from the date of this order. Dave Custable seconded the motion which prevailed • the following vote. - Ayes: Lipscomb, Sklar, Kirkman, St.John, Custable, Harris Nays: None Abstain: None Absent: None 6. Building Board of Appeals to consider the minutes of November 10, 2025, meeting and take any necessary action. Jerrold Sklar made a motion to -• the minutes of November 10, 2025, Briefing and Public Hearing with the correction to Sklar Kirkman's name listed under New Business, number 7, to be corrected to Shea Kirkman. Becky St. John seconded the motion which prevailed by the following vote: Ayes: Lipscomb, Sklar, Kirkman, St.John, Custable, Harris Nays: None Abstain: None Absent: None Id ADJOURNMENT With no further discussion, Shea Kirkman made a motion to adjourn.
