SUBJECT: PURCHASE FOR REPLACEMENT OF SPLASH PAD SURFACE AT
PARR PARK
RECOMMENDATION: City Council to consider approval for the purchase and replacement of the
splash pad surface at Parr Park from PDG Industries for the Parks and
Recreation Department.
FUNDING SOURCE: Funds are available in the Permanent Capital/Street Maintenance Fund in
an amount not to exceed $40,303.
BACKGROUND: This purchase is for the replacement of the existing floor surfacing at the
Parr Park Sprayground. The current surfacing has exceeded its expected
service life and shows significant wear and deterioration from years of use
and exposure to the elements. These conditions create potential safety
concerns and increase the likelihood of further deterioration if not
addressed.
Replacing the surfacing will restore a safe and durable play area for
patrons and provide improved resistance to wear, water exposure, and
heavy foot traffic. The new surface will help ensure the spray ground
remains a safe and enjoyable amenity for the community while also
reducing ongoing maintenance needs.
This purchase will be made in accordance with an existing interlocal
agreement with The Local Government Purchasing Cooperative (Buy
Board) as allowed by Texas Local Government Code, Chapter 271, and
Texas Government Code, Chapter 791.
Bids were taken by the Cooperative, and a contract was awarded to PDG
Industries. The Parks and Purchasing staff reviewed the contract for
departmental specification compliance and pricing and determined that
the contract would best meet the needs of the City.
Staff recommends approval
