SUBJECT: CONSTRUCTION MANAGER AT RISK FOR THE REC OF GRAPEVINE
EXPANSION/RENOVATION
RECOMMENDATION: Council to consider approval of an agreement to provide Construction
Manager at Risk (CMAR) pre -construction services for The REC of
Grapevine Expansion and Renovation Project with Clark Contractors,
LLC.
FUNDING SOURCE: Funds for pre -construction services are available in the Capital Projects
Fund for The REC of Grapevine Expansion and Renovation Project in an
estimated amount of $15,000.
BACKGROUND: The City of Grapevine is advancing plans for the expansion and
renovation of The REC of Grapevine in order to better serve the
community and address areas of the facility that experience high levels of
demand. Currently, more than 40 percent of Grapevine residents are
members of The REC, demonstrating the facility's significant role in
supporting the health, wellness, and recreational needs of the community.
The proposed project will focus on enhancing spaces that experience the
greatest utilization in order to improve the overall user experience and
operational efficiency of the facility.
In accordance with state procurement requirements for Construction
Manager at Risk (CMAR) services, the City issued a Request for
Qualifications (RFQ) to identify a qualified firm to assist with pre -
construction services and the eventual construction of the project. A
selection committee reviewed submitted qualifications and evaluated firms
based on experience, project approach, team qualifications, and past
performance on similar projects.
Following the evaluation process, Clark Contractors, LLC was selected as
the most qualified firm to serve as the Construction Manager at Risk for
the project. Clark recently completed the renovation at Great Wolf Lodge,
Silverlake Office building and the Glass Cactus renovation. In addition,
they have done work for cities and school districts. They are based out of
Arkansas but have a local office in Southlake. As CMAR, Clark
Contractors will work collaboratively with the City and the design team
during the pre -construction phase to assist with cost estimating,
scheduling, value engineering, constructability reviews, and development
of a Guaranteed Maximum Price (GMP) for construction.
Engaging the CMAR during the design phase will help ensure the project
is delivered efficiently, remains within budget, and aligns with the City's
expectations for quality and performance. Upon completion of pre -
construction services and finalization of the project design, the CMAR will
return to City Council with a Guaranteed Maximum Price for consideration
prior to the construction phase.
Staff recommends approval.
