HomeMy WebLinkAboutItem 24 - Fats, Oils and Grease EliminationMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 17, 2026 SUBJECT: SERVICES FOR THE ELIMINATION OF THE BUILD UP OF FATS, OIL, AND GREASE IN THE WASTEWATER COLLECTION SYSTEM RECOMMENDATION: City Council to consider approval of an annual contract for biologically based services for the elimination of the buildup of fats, oils, and grease (FOG) in the wastewater collection system with IN -PIPE Technology (IPT) for the Public Works Department. FUNDING SOURCE: Funds are available in the Utility Enterprise Fund in an estimated amount of $250,000. BACKGROUND: Council originally approved a six-month trial on December 17, 2024, with IPT in five locations within the City to improve the quality of our wastewater collection system operations by microdosing bacteria to break down fats, oils, and grease (FOG), This process reduces wear on the wastewater system and helps to minimize blockages. The six-month trial was completed and the City saw a benefit to treating FOG in this manner. On August 19, 2025, Council approved additional funding for more locations and an additional six months. This method of treatment has continued to eliminate high levels of FOG and substantially reduced the number of sewer line blockage and cleanings by City staff. Based on the success of the two trial periods, we are proposing an annual contract that will provide for the continued dosing of the microbe dosing units (MDU) that reduces FOG and will include additional MDU's within our collection system. This purchase will be made in accordance with an existing interlocal agreement with the Region VIII Education Service Center known as The Interlocal Purchasing System (TIPS) in Texas as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the cooperative and contracts were awarded to IN - PIPE Technology. The Public Works and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. Staff recommends approval.
