HomeMy WebLinkAboutItem 23 - Inflow and Infiltration MonitoringMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 17, 2026 SUBJECT: SERVICES FOR THE STUDY OF INFLOW AND INFILTRATION IN THE WASTEWATER COLLECTION SYSTEM RECOMMENDATION: City Council to consider approval of a contract for inflow and infiltration monitoring in the wastewater collection system with IN -PIPE Technology (IPT) for the Public Works Department. FUNDING SOURCE: Funds are available in the Utility Enterprise Fund in an estimated amount of $40,000. BACKGROUND: For Phase 1, IPT will provide flow sensors in manholes within the southern portion of the City to be able to monitor and evaluate the inflow and infiltration of storm water into the sanitary sewer system. This will help to identify locations for sewer line and manhole repairs. Staff would like to have these monitors in place prior to the start of heavy Spring rains. The southern portion of the City flows to the Trinity River Authority sanitary sewer interceptor, and the City pays for the treatment of these flows. The study of this area will help eliminate unneeded flows to TRA and help with our annual flow estimation and related expenses. This purchase will be made in accordance with an existing interlocal agreement with the Region VIII Education Service Center known as The Interlocal Purchasing System (TIPS) in Texas as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the cooperative and contracts were awarded to IN - PIPE Technology. The Public Works and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. Staff recommends approval.
