HomeMy WebLinkAboutItem 17 - Furniture for Public Safety BuildingMEETING DATE: SUBJECT: RECOMMENDATION: AORORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL '3 BRUNO RUMBELOW, CITY MANAGER, �— FEBRUARY 7, 2017 KPPROVAL OF A RESOLUTION FOR THE PURCHASE OF FURNITURE SYSTEMS AND ADOPT APPROPRIATION ORDINANCE City Council to consider approval of a resolution for the purchase of furniture and locker systems from Evans, Wilson Office Interiors and Southwest Solutions Group, Inc. for a sole source purchase of associated open market furniture components and adopt appropriation ordinance. FUNDING SOURCE: Funds for this purchase were budgeted in the Public Safety Building project and are available in the General Facilities Capital Projects Fund (177-48860-017-209) in an estimated amount of $1,500,000.00. OF W -0 Am"Ieft• 9 This purchase request is for the furniture, dispatch consoles, shelving and lockers for the Grapevine Public Safety Building. The furniture systems purchase will be made in accordance with existing interlocal agreements with the State of Texas Multiple Award Schedule (TXMAS) Program, National Joint Powers Alliance (NJPA), The Cooperative Purchasing Network (TCPN), Houston - Galveston Area Council (H -GAC), and National Intergovernmental Purchasing Alliance (National IPA). Purchases through this program are authorized under Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the various cooperatives and contracts were awarded to Evans, Wilson Office Interiors and Southwest Solutions Group, Inc. The Purchasing and Police Department staff reviewed the contracts for departmental specification compliance and pricing and determined that the contracts would provide the best service and pricing for meeting the needs of the City. In addition, since the bond interest for this project may only be spent on the Public Safety Building, the proceeds are being allocated back as required. In the event that additional components are needed from one or more of these vendors, the City can use sole source purchasing, if those items were not included in initial Cooperative Agreement in accordance with Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (7) (D). Staff recommends approval. RESOLUTION NO. 2017-016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE FURNITURE SYSTEMS THROUGH ESTABLISHED INTERLOCAL AGREEMENTS AND AS A SOLE SOURCE PURCHASE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 to enter into an interlocal agreement with other qualified agencies in the State of Texas; and WHEREAS, the State of Texas Multiple Award Schedule (TXMAS) Program, National Joint Powers Alliance (NJPA), The Cooperative Purchasing Network (TCPN), Houston -Galveston Area Council (H -GAC) and National Intergovernmental Purchasing Alliance (National IPA) are qualified purchasing programs as authorized by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791; and WHEREAS, the City of Grapevine, Texas has established interlocal agreements with the State of Texas Multiple Award Schedule (TXMAS) Program, National Joint Powers Alliance (NJPA), The Cooperative Purchasing Network (TCPN), Houston - Galveston Area Council (H -GAC) and National Intergovernmental Purchasing Alliance (National IPA) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, Evans has an established annual contract no. TXMAS-5-7110180 with TXMAS and no. EC07-16 with HGAC. WHEREAS, Wilson Office Interiors has established annual contracts no. R142201, R142206, R142209, R142217, R142211, and R142205 with TCPN, no. 031715-KII with NJPA, no. TXMAS-15-71012 with TXMAS and no. P15-150 with National IPA. WHEREAS, Southwest Solutions Group, Inc. has an established annual contract no. 031715-KII with NJPA; and WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (7) (D) to purchase associated open market furniture components on a sole source basis; and WHEREAS, the open market furniture components are integrated as part of the various furniture systems; and WHEREAS, The City has a need for various furniture and locker systems for the Public Safety Building; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of furniture systems from Evans, Wilson Office Interiors and Southwest Solutions Group, Inc. for an amount not to exceed $1,500,000.00. Section 4. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said furniture and locker systems. Section 5. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 7th day of February, 2017. Boyle, Jr. City Attorney Resolution No. 2017-016 ORDINANCE NO. 2017-007 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $204,677.35 OF INTEREST IN THE GENERAL FACILITIES CAPITAL PROJECT FUND; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City desires to appropriate bond interest for Grapevine; and WHEREAS, funding of $204,677.35 is available in the General Facilities Capital Project Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this Resolution have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the General Facilities Capital Project Fund. Section 3. That the City Council hereby appropriates the funding. Section 4. That the City Council hereby authorizes an amount of $204,677.35 to be appropriated in the Capital Projects Fund from available funds; and Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained. Section 6. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
