HomeMy WebLinkAboutItem 10 - Governmental Use District MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 7, 2026 SUBJECT: PRESENTATION OF PROPOSED AMENDMENTS TO THE OFFICIAL ZONING MAP RECOMMENDATION: Consider proposed amendments to the Official Zoning Map (Z26-02) for the purposes of rezoning 64 city, county, independent school district (ISD), and federally owned properties that are not currently zoned "GU", Government Use District to "GU", Governmental Use District. FUNDING SOURCE: None BACKGROUND: The Planning and Zoning Commission has initiated a comprehensive review of publicly owned properties within the city-limits to ensure zoning districts accurately reflect current ownership and use. Many of these properties are currently zoned under legacy base zoning districts (e.g., Residential, Commercial, or Industrial) that do not align with their governmental function. The proposed rezoning effort is administrative in nature and is intended to: • Improve consistency between land use and zoning classifications • Clarify regulatory authority and permitted uses • Reduce ambiguity during future development or capital improvement projects •Align with best practices for municipal zoning of publicly owned land Proposed Rezoning The request includes the following categories of properties: 1. City of Grapevine-Owned Properties (58 properties) Rezoning from various existing zoning districts to "GU", Governmental Use District, including but not limited to: • Parks and open space areas • Municipal facilities (e.g., public works, the Public Safety Building, and historical structures) • Drainage and infrastructure tracts, such as floodplain and floodway • Other city-owned parcels currently used for public purposes 2. City of Southlake Property (1 property) Location: Lift station at 2101 Lonesome Dove Road (located within Grapevine city limits) Current Zoning: "R-20", Single-Family Residential District This property is approximately 3.32 acres functions as a public utility facility and is consistent with the intent of the GU district. 3. Grapevine-Colleyville ISD (GCISD) Properties (1 property) Locations: 2251 Pool Road 2251 Pool Road (in front of Cross Timbers Middle School) -Appears to be either unimproved/excess right-of-way area or an unplatted remainder. Currently zoned "PO", Professional Office District. This property is owned and operated by an independent school district and is appropriate for the GU district. 4. U.S. Army Corps of Engineers Properties (2 properties) Location: 2 Grapevine Lake and 2200 North Kimball Road; Floodplain property within city limits. Current Zoning: "PCD", Planned Commerce Development District and "R- 20", Single-Family Residential District These properties are federally owned and maintained for flood control and environmental management purposes, aligning with the intent of the GU district. Analysis 1. Consistency with Comprehensive Plan - The proposed rezonings are consistent with the City's Comprehensive Plan, which recognizes public and institutional uses as distinct from private development patterns. 2. Zoning Intent- The "GU", Governmental Use District is intended to: • Provide for the accommodation of publicly owned and operated facilities • Provide flexibility for governmental functions • Prevent unintended application of commercial or residential standards to public land 3.Anticipated Impact • No adverse impacts are anticipated • No change in use is proposed; this is a zoning alignment action • Existing operations will remain unchanged 4. Public Benefit • Improves transparency and clarity in zoning • Reduces nonconformities and administrative burdens • Supports long-term planning and infrastructure coordination Government Owned
