attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote of

The public hearing is to consider an application submitted by Mohammad Awad with Empire Sound
and Security for property located at 303 West Northwest Highway, Suite 303D, platted as Block 13,
Lot 1R, Starr Addition. The applicant is requesting a conditional use permit to allow for the
installation of window tinting and security systems in conjunction with a proposed business within an
existing multi-tenant retail building. The property is zoned “HC”, Highway Commercial District and is
owned by Golden Ventures Center, LLC.

PROPERTY LOCATION AND SIZE:
The subject property is located at 303 West
Northwest Highway, Suite 303-D and is platted as
Block 13, Lot 1R, Starr Addition. The property
contains 0.65 acre of land and has approximately
136 feet of frontage along West Northwest Highway.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for the application and
installation of window film (window tinting), security systems, and retail accessories, in
conjunction with a proposed business.
The applicant proposes utilizing Suite 303-D within an existing multi-tenant building for
window tinting and security film installation, along with retail sales of vehicle accessories.
All installation activities will occur indoors, and no outdoor storage is proposed. At the
rear of the building, to accommodate vehicle access, a minor modification to an existing
overhead door, located on the rear wall is proposed, increasing its size to 12 feet by 8
feet.
The total required parking for all uses is 54 spaces; 39 spaces are currently provided on -
site. As provided in Subsection 58.A., of Section 58, Parking, Loading, and Outside
Storage Area Development Standards, off-street parking located within 300 feet of the

subject site may be considered toward meeting the required parking when the parking
provided on-site is insufficient based on the proposed uses. The applicant has made
attempts to secure additional parking; however, those efforts were unsuccessful.
If approved, this will be the first reading of an ordinance given the subject site requires
approval of a special exception, due to the existing minimum open space, maximum
impervious area, uninterrupted 25-foot landscaped front yard, landscape requirement s,
and minimum off-street parking requirements. These items will be heard before the Board
of Zoning Adjustment at their April 6, 2026, meeting. If approved by the Board, the second
reading will take place at Council’s April 21, 2026, meeting.
PRESENT ZONING AND USE:
The property is zoned “HC", Highway Commercial District and is developed as a
multitenant building.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned in the 1984 City-wide Rezoning from “R-3”, Multiple-
Family District and “SP”, Specific Use Permit District to “HC”, Highway Commercial
District.
• On January 31, 1977, Board of Zoning Adjustment approved BZA77-01 to allow a
variance to a sign location for Pizza Inn.
• On June 21, 1983, City Council approved Z83-21 (Ord. 1983-36) to allow an 8,181
square foot multitenant building.

MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Commercial (CO) land use. The
applicant’s proposal is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates West Northwest Highway as a
Type C Minor Arterial with a minimum 80-foot right-of-way developed as four lanes and
center left turn lane.

GRAPEVINE SITE PLAN GENERAL NOTES:
1. Refuse disposal areas shall be landscaped and screened from view in accordance with
the Zoning Ordinance.
2. Mechanical and electrical equipment including air conditioning units, shall be designed,
installed, and operated to minimize noise impact on surrounding property. All such
equipment shall be screened from public view in accordance with the Zoning
Ordinance.
3. Open storage, where permitted, shall be screened in accordance with the Zoning

PROJECT DESCRIPTION: BZA25 -15; 303 W. Northwest Highway - platted as
Block 13, Lot 1R, Starr Addition. Subsection 26.F., Density requirements, of
Section 26, “HC”, Highway Commercial District. Submitted BZA application for
special exceptions to reduce minimum open space to less than 15% and increase
maximum impervious surface area to more than 85%. Additionally, special
exceptions are requested from Subsection 26 .G ., Area regulations of Section 26,
“HC”, Highway Commercial District to reduce minimum front yard landscaping,
reduce minimum parking lot landscaping, and to reduce required parking .

• The plot plan needs to be updated with a corrected title block, data table,
and approval block per the BZA checklist. This needs to be separate and
apart from the CUP site plan set.
• Update purpose statement per plot plan markup
• Update title block with BZA case number per plot plan markup.

• Update data table per markups including providing more detail on retail
versus installation area within suite to confirm total required parking.
• Data table: only one suite in the building needs to provide the 5 additional
spaces for retail, not each retail use.
• Remove the conditional use request approval/signature block. This is only
needed for the CUP site plan set. The BZA plot plan is separate and apart
from the CUP plan set.
