A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE GITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
FURNITURE SYSTEMS TNROUGH ESTABt�ISHEQ
WTERLOCAL AGREEMENTS AND AS A SOLE SOURCE
PURCHASE AND PR{�VIQING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Gcavernment Code, Chapter 271
and Texas Govemment Code, Chapter 791 to enter into an interlocal agreement wi#h
ather qualified agencies in the State of Texas; and
WHEREAS, the State af Texas Multiple Award Schedule (TXMAS) Program,
National Joint Powers Alliance {NJPA), The Cooperative Purchasing Network {TCPN},
Houston-Galveston Area Council (H-GAC) and National Intergovernmental Purchasing
Alliance {Natianal IPA} are qualified purchasing programs as authorized by Texas �ocal
Government Cade, Chapter 271 and Texas Gavernment Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has established interlocal agreements
with the State of Texas Multiple Award Schedule {TXMAS} Program, National Joint
Powers Alliance (NJPA), The Caoperative Purchasing Network (TCPN), Houston-
Galveston Area �ouncil {H-GAC} and National Intergovernmental Purchasing Alliance
(National IPA) and wishes to utilize established contracts meeting all State of Texas
bidding requirements; and
WHEREAS, Evans has an established annual contract no. TXMAS-5-7110180
with TXMAS and na. EC07-16 with HGAC.
WHEREAS, Wilson Office Interiors has established annual cantracts no. R142201,
R14220fi, R142209, R142217, R142211, and R14220v with TCPN, no. 031715-KII with
NJPA, no. TXMAS-15-71012 with TXMAS and no. P15-150 with National IPA.
WHEREAS, Southwest Solutions Group, Inc. has an established annual contract
na. 031715-KII with NJPA; and
WHEREAS, #he City of Grapevine, Texas is a local govemment in the State of
Texas and as such is empowered by Texas Local Gavernment Code Chapter 252,
Subchapter B, § 252.022. General Exernptions {a} (7} {D} to purchase associated open
market furniture components on a sole source basis; and
WHEREAS, the open market furniture components are integrated as part of the
various furniture systems; and
WHEREAS, The City has a need for various furniture and locker systems for the
Public Safety Building; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of furniture systems from Evans, Wilson Office Interiors and Southwest
Solutions Group, Inc. for an amount not to exceed $1,500,000.00.
Section 4. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said furniture and locker systems.
Section 5. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of February, 2017.
