SUBJECT: APPROVAL FOR THE AWARD OF A BEST VALUE CONTRACT FOR
RFB 17-26 FOR PARD MAGAZINE PRINT SERVICES
RECOMMENDATION: City Council to consider the approval for the award of a best value
contract for RFB 17-26 for Parks and Recreation Department magazine
print services to Texas Monthly.
FUNDING SOURCE: Funds are available in the General Fund (Parks and Recreation) and Lake
Parks Fund for an annual amount not to exceed $209,016.
BACKGROUND: The purpose of this contract is to establish an annual agreement for
design, layout, production, and printing services for the Parks and
Recreation Department's Go Grapevine Magazine, which is distributed
three times annually. The magazine is a key communication tool used to
provide residents with information on programs, events, and department
initiatives.
The City of Grapevine solicited "Best Value" bids in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.021 (a) and
Section 252.041 (a). Bids were taken in accordance with the City
Purchasing Policy.
The bid advertisement was posted in the Fort Worth Star-Telegram on
March 12, 2026, and March 19, 2026. RFB 17-26 was issued through the
City eBid system with 315 invitations sent out. Eighteen vendors viewed
and downloaded the RFB and two bids were received. The bid was
opened electronically and publicly on March 27, 2026, at 2 pm. The
contract will be for an initial one-year period, with four one-year renewals
available.
Based on the evaluation of the bid by the Parks and Recreation
Department and Purchasing staff, it was determined that an award be
made to Texas Monthly based on the overall highest score for the city
meeting specifications and requirements. The City of Grapevine has been
using Texas Monthly for the past five years and has been successful.
Staff recommends approval.
