SUBJECT: APPROVAL FOR THE AWARD OF ANNUAL CONTRACTS FOR RFB 19-
26 FOR THE PURCHASE OF TREES AND LARGE SHRUBS
RECOMMENDATION: City Council to consider approval for the award of annual contracts for
RFB 19-26 for the purchase of trees and large shrubs with Southwest
Wholesale Nursery and Perfect Finish Landscaping for the Parks and
Recreation Department.
FUNDING SOURCE: Funds are available in the General Fund (Parks), the Permanent Capital
Maintenance Fund (Parks) and the Special Revenue Fund (Tree
Mitigation)for an annual estimated amount of$250,000.
BACKGROUND: The purpose of this contract is to establish fixed annual pricing for the
purchase of trees and large shrubs on an as-needed basis.
Bids were taken in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid
advertisement was posted in the Fort Worth Star Telegram on February
12, 2026, and February 19, 2026. RFB 19-26 was issued through the City
eBid system with 1098 invitations sent out. 52 vendors viewed and
downloaded the RFB and 7 bids were received. The bid was opened
electronically and publicly on March 12, 2026, at 2 pm. The contract will
be for an initial one-year period, with nine one-year renewal options
available.
Based on the evaluation of the bid by the Parks and Recreation
Department and Purchasing staff it was determined that a multiple award
contract would be made to the lowest responsible and responsive bids
meeting specifications. Awarding contracts to multiple vendors will help
mitigate issues that may occur due to quality and supply fluctuation of
plants and trees
Staff recommends approval.
