HomeMy WebLinkAboutItem 22 - Drone MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 21, 2026 SUBJECT: REQUIREMENT FROM THE MOTOR VEHICLE CRIME PREVENTION AUTHORITY TO SUBMIT AN APPROVED RESOLUTION WITH GRANT APPLICATION FOR A DRONE AS FIRST RESPONDER (DFR) PROGRAM. RECOMMENDATION: City Council to consider a resolution of the City Council of the City of Grapevine, authorizing the submission on behalf of the City of Grapevine, TX, for the purpose of participating in the Motor Vehicle Crime Prevention Authority Grant Program for the implementation of a drone as First Responder (DFR) Program. FUNDING SOURCE: No funding source required for the grant application. BACKGROUND: The Motor Vehicle Crime Prevention Authority (MVCPA) administers grant programs to assist local jurisdictions in reducing motor vehicle theft, catalytic converter theft, vehicle parts theft, burglary of motor vehicles, and related organized criminal activity. The purpose of the proposed drone as First Responder (DFR) program is to reduce response time, enhance real-time situational awareness, improve officer and public safety, and increase the deterrence, detection, and investigation of motor vehicle crimes by deploying unmanned aerial systems that support modern, flexible response strategies aligned with current best practices. The total project includes two deployment stations strategically placed throughout the City to efficiently cover the north and south ends of the City. Each station has an estimated cost of $80,000, including equipment, software, and a five-year warranty. Total project cost is $160,000. This grant funding opportunity requires a twenty percent City matching fund estimated at $26,667.00, with the grant request estimated at $133,333, totaling $160,000. The estimated grant performance period is September 1, 2026, to August 31, 2027. Staff recommends approval. RESOLUTION NO. 2026-011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION ON BEHALF OF THE CITY OF GRAPEVINE, TEXAS, FOR THE PURPOSE OF PARTICIPATING IN THE MOTOR VEHICLE CRIME PREVENTION AUTHORITY (MVCPA) GRANT PROGRAM, HEREINAFTER REFERRED TO AS THE "GRANT PROGRAM," AND CERTIFYING THAT THE APPLICANT IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; AND PROVIDING AN EFFECTIVE DATE WHEREAS, under the provisions of the Texas Transportation Code Chapter 1006 and Texas Administrative Code Title 43; Part 3; Chapter 57, entities are eligible to receive grants from the Motor Vehicle Crime Prevention Authority to provide financial support to law enforcement agencies for economic automobile theft enforcement teams and to combat motor vehicle burglary in the jurisdiction; and WHEREAS, this grant program will assist this jurisdiction in combating motor vehicle-related crimes, including but not limited to motor vehicle theft, burglary of motor vehicles, unauthorized use of a motor vehicle, catalytic converter theft, motor vehicle parts theft, and other related offenses involving the theft, fraud, or illegal dismantling and trafficking of motor vehicles and their components; and WHEREAS, The City of Grapevine ("the Applicant") is fully eligible to receive assistance under the Grant Program; and WHEREAS, the Applicant is desirous of authorizing an official to represent and act for the Applicant in dealing with the Police Department ("the Department") concerning the Grant Program; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the citizens of The City of Grapevine that the Motor Vehicle Crime Prevention Authority Grant Program project be operated for Fiscal Year 2027. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the Applicant hereby certifies that they are eligible to receive assistance under the Grant Program. Section 3. That the Applicant agrees that in the event of loss or misuse of grant funds, the Applicant assures the funds will be returned in full to the Motor Vehicle Crime Prevention Authority (MVCPA). Section 4. That the Applicant hereby authorizes and directs the Chief of Police as the "Authorized Official" who is given the power to apply for, accept, decline, modify, or cancel the grant application, or any other official documents related to the grant, on behalf of the City of Grapevine. Section 5. That the Applicant hereby designates the Accounting Manager as the grantee's "Financial Officer," who shall have the authority and responsibilities set forth in the MVCPA Grant Administrative Manual. Section 6. That the Applicant hereby designates the Management Services Division Captain as the grantee's "Program Director," who shall have the authority and responsibilities set forth in the MVCPA Grant Administrative Manual. Section 7. That the Applicant recognizes a twenty percent (20%) matching fund requirement for the Grant Program. The grant request is estimated at $133,333, with a required City match of approximately $26,667, for a total project cost of $160,000. Final funding amounts and matching requirements are subject to the Motor Vehicle Crime Prevention Authority (MVCPA) award and negotiation process. Section 8. The Grapevine City Council approves submission of the grant application for the Motor Vehicle Crime Prevention Authority (MVCPA) Grant Program. Section 9. That this resolution shall be effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, on this the 21st day of April, 2026.
