MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 21, 2026 SUBJECT: CONDITIONAL USE PERMIT APPLICATION CU26-03 (SECOND READING) CRASH CHAMPIONS RECOMMENDATION: Staff recommends that City Council approve Conditional Use Permit Application CU26- 03 on the second reading of an ordinance and take any other action necessary. BACKGROUND: Conditional Use Permit CU26-03 was submitted by Megan Moore of CRESA, and approved on the first reading of an ordinance by City Council at the March 17, 2026 meeting. The request was to allow for an automotive repair garage with outside storage, in conjunction with a proposed business. The applicant proposes utilizing 25,101 square feet of an existing 35,429 square foot warehouse. The use will include areas for automotive repair, office operations, paint booth, and storage. Outdoor vehicle storage for vehicles awaiting repair will be located on the west side of the site and will be screened by a six foot wooden fence. The total required parking for all uses is 129 spaces; 154 spaces are provided. The applicant sought approval of a special exception from the Board of Zoning Adjustment to reduce the minimum depth of perimeter landscaping of 15 feet when adjacent to right-of-way. On April 6, 2026, the Board of Zoning Adjustment approved special exception (BZA26- 06) to the Grapevine Comprehensive Zoning Ordinance 82-73, Section 53, Landscaping Regulations, to allow a reduction to the required depth of landscaping between right-of- way and vehicle-use areas along the eastern property line for a proposed business, Crash Champions. Vehicle Staging: • Serviced vehicles: -5 stalls (typically 1-2 days) • Vehicles awaiting repair: -30-45 stalls • Outdoor storage is located at the rear of the site and fully enclosed by a 6-foot solid wood fence with controlled access. 4. PARKING,ACCESS &TRAFFIC Parking is provided in compliance with Sections 56-58 of the Zoning Ordinance.A parking analysis and landlord letter confirming tenant square footage are included. Internal circulation improvements and operational staging minimize congestion, and traffic generated by outdoor storage is minimal. 6. LANDSCAPING &OPEN SPACE Internal landscaping complies with Section 53 of the Zoning Ordinance and has been enhanced within the parking lot. Along Minters Chapel Road, large shade trees are not recommended due to overhead power lines. In accordance with the Zoning Ordinance, four(4)ornamental trees are provided in lieu of two large shade trees. Due to site constraints, a variance for open space landscaping is required, as the site is slightly below the minimum requirement.A separate BZA application will be filed in conjunction with the CUP application. 7. COMPATIBILITY& IMPACTS The facility is compatible with surrounding Light Industrial uses.
