HomeMy WebLinkAboutItem 12 - Public Art for Botanical Gardens MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL 2 FROM: BRUNO RUMBELOW, CITY MANAGER � MEETING DATE: FEBRUARY 21, 2017 SUBJECT: APPROVAL OF PURCHASE OF PUBLIC ART FOR THE BOTANICAL GARDENS AT HERITAGE PARK AND APPROVE APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider authorizing funds for the design, fabrication and installation of the Transition to Beauty Butterfly Sculpture at the Botanical Garden at Heritage Park in the amount of$89,000 to artist Linda Lewis-Roark to add to our existing investment of public art and approval of an appropriation ordinance. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be available in account 114-44686-101-1 (Special Public Arts)for a total amount not to exceed $89,000. BACKGROUND: The Public Art Fund was formed to direct revenue from cell phone antennae leases on City property into something that is more aesthetically pleasing for residents and visitors. Linda Lewis-Roark of Grapevine, Texas has the necessary skill, experience and equipment to design, create and install the locally produced 22' sculpture that will welcome visitors to the Botanical Gardens at Heritage Park. The scope of work includes the design, sculpting fabrication and installation of the butterFly sculpture. Staff has worked with Linda Lewis-Roark closely for the past five years. Linda is a local artist with over 16 years of sculpting experience and over 12 years of bronze foundry work. She is the current owner and operator of the Grapevine Foundry. The Grapevine Foundry provides various services related to the production of bronze sculptures. This includes sculpting, wax working, mold making, bronze metal pouring, patina application and statue installation. Public Art Committee recommends approval. ORDINANCE NO. 2017-009 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $89,000.00 FROM THE PUBLIC ART SPECIAL REVENUE FUND UNAPPROPRIATED FUND BALANCE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine established a Public Art Program to support the acquisition and installation of public artwork in public spaces and facilities; and WHEREAS, the City has established an account dedicated for public art which is used solely for the commissioning, purchase and administration of artwork; and WHEREAS, the City's special public art account is funded by the revenue from ground/tower lease agreements with utility vendors and the proceeds from the sale of City commissioned artworks; and WHEREAS, the City desires to appropriate $89,000.00 for the design, fabrication and installation of the of the Transition to Beauty butterfly sculpture at the Botanical Garden at Heritage Park by artist Linda Lewis-Roark; and WHEREAS, all constitutional and statutory prerequisites for the approval of this Resolution have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby appropriates the funding. Section 3. That the City Council hereby authorizes an amount of $89,000.00 to be appropriated from the Public Art Special Revenue Fund Unappropriated Fund Balance; and Section 4. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
