BACKGROUND: Certificate of Appropriateness application #CA26-06 was submitted by the owner Chris Rogers on January 28, 2026 to construct a new residence and two detached outbuildings on combined Lots 3 and 4 of the Grapevine College Heritage Additon (Lot 3R). The property is located in the College Street Residential Historic District and within the Grapevine Historic Township boundary. The site is the former location of the La Buena Vida Winery, that was redeveloped partially into four residential lots in 2024 by Lemoine Wright. The Rogers family purchased the property to build a house to serve as their family home. Working with Historic Preservation and Planning and Zoning staff, a plan was developed to combine the lots to create one larger lot for a large home. Heritage Architecture developed the plans for the house and outbuildings based on the Prairie Style, with appropriate massing O:\Historic Preservation Commission\CAs\2026 CA\CA26-06.4 416 East College Street new residence.doc April 16, 2026 (8:59AM) and scale and materials required by the Grapevine Pattern Book and the Design Guidelines for the College Street Residential Historic District. The house is placed on the lot with its setback in relation to the front of the new Queen Anne style house to the west. The center of the house is two-story, with a walled front terrace that projects from the front of the house. One-story wings wrap the west and east sides of the two-story portion of the house. On the east side, a drive -through one-story porte cochere connects the house to the attached one-story two -car attached garage. In the rear yard there is a detached two -car garage and a one-story pool house that have been developed in the Prairie style to match the character of the house with appropriate roof height and pitch. Exterior materials and details are of the Prairie style. An exterior materials and finish package has been developed and is included in this Agenda package. The lot is 28,683 square feet in size. The house contains 6,467 square feet of living space; the one-story drive -through porte cochere is 458 square feet; the attached two -car garage is 752 square feet. In the rear yard the detached two -car garage is 695 square feet and the pool house is 526 square feet. Building height of the house is 34'-6". Lot coverage would be 25.8%, (maximum 40% lot coverage). This Certificate of Appropriateness is the second to utilize the Grapevine Pattern Book and its standards.
