This letter confirms on April 22, 2026 the Historic Preservation Commission approved with
conditions #CA26-05 for the property addressed 408 East College Street, legally described
as Block 1, Lot 1 R, Grapevine College Heritage Addition, City of Grapevine to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended, for the following:
1. Construct a new two-story residence in the Queen Anne Style,
2. In the rear yard, construct a new one-story detached two -car garage and a new
one-story pool house, in the Queen Anne Style matching the architecture of the
residence,
following the requirements of the Design Guidelines for the College Street Residential
Historic District and the style, massing, scale and material requirements of the
Grapevine Pattern Book;
as per the attached plans with the conditions all exterior materials, windows, doors and
door hardware, and light fixtures be approved under a separate Certificate of
Appropriateness; and a permit is obtained from the Building Services Department.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit is / is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA26-05 for the property located at 408 East College Street,
legally described as Block 1, Lots 1 R, Grapevine College Heritage Addition, City of
Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine
Code of Ordinances), as amended for the following items:
1. Construct a new two-story residence in the Queen Anne Style;
2. In the rear yard, construct a new one-story detached two -car garage and a new
one-story pool house, in the Queen Anne Style matching the architecture of the
residence;

BACKGROUND:
Certificate of Appropriateness application #CA26-06 was submitted by the owners Dennis
and Shawn Cather on January 28, 2026 to construct a new residence and two detached
outbuildings on combined Lots 1 and 2 of the Grapevine Heritage Additon (Lot 1 R). The
property is located in the College Street Residential Historic District and within the Grapevine
Historic Township boundary. The site is the former location of the La Buena Vida Winery, that
was partially redeveloped into residential four lots in 2024 by Lemoine Wright.
The Cather family purchased the property to build a house to serve as their family home.
Working with Historic Preservation and Planning and Zoning staff, a plan was developed to
combine the lots to create one larger lot for a large home. Heritage Architecture developed
the plans for the house and outbuildings based on the Queen Anne Style, with appropriate

massing and scale and materials required by the Grapevine Pattern Book and the Design
Guidelines for the College Street Residential Historic District.
The house is placed on the lot with its setback in relation to the front of the brick Boone
Lipscomb house to the west. The center of the house is two-story, with a front porch that
wraps the front and east sides of the house. The east corner of the house has a three -sided
projecting bay above the first floor study. A central two-story projecting bay contains the main
staircase. A one-story bay projects toward the street on the west end of the house. A one-
story porte cochere connects the house to the attached one-story two -car attached garage. In
the rear yard there is a detached two -car garage and a pool house that have been developed
in the Queen Anne style to match the character of the house with appropriate roof height and
pitch.
Exterior materials and details are of the Queen Anne style. An exterior materials and finish
package has been developed and is included in this Agenda package.
The lot is 28,573 square feet in size. The house contains 6,129 square feet of living space;
the one-story drive -through porte cochere is 431 square feet; the attached two -car garage is
702 square feet. In the rear yard the detached two -car garage is 840 square feet and the pool
house is 465 square feet. Building height of the house is 34'-6". Lot coverage would be
27.9%, (maximum 40% lot coverage). This Certificate of Appropriateness is the first to utilize
the Grapevine Pattern Book and its standards.
Staff recommends the Historic Preservation Commission approve #CA26-05 to construct a
new two-story residence in the Queen Anne Style; construct a new one-story detached two -
car garage and a new one-story pool house in the rear yard, in the Queen Anne Style
matching the residence; following the requirements of the Design Guidelines for the College
Street Residential Historic District and the style, massing, scale and material requirements of
