Planning and Zoning Commission to discuss AM16-03, possible amendments to the Grapevine Comprehensive Zoning Ordinance relative to the application process. BRIEFING SESSION 2. Planning and Zoning Commission to conduct a briefing session to discuss all items scheduled on tonight’s agenda; No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. JOINT MEETING WITH CITY COUNCIL: 7:30 p.m. - City Council Chambers 3. Invocation and Pledge of Allegiance: Commissioner Monica Hotelling JOINT PUBLIC HEARING 4.MP17-01 Amendments to Comprehensive Master Plan/Future Land Use Map - City Council and Planning and Zoning Commission to conduct a public hearing to consider the addition of a new future land use designation C/MU (Commercial/Mixed Use) to the Comprehensive Master Plan and re-designation of certain properties within the city to this new land use category. 5. Final Plat of Lot 3, Block 12, Starr Addition - City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Chris Minter requesting to replat a portion of Block 12, Starr Addition. The subject property is located at 216 West Wall Street and is zoned “HC” Highway Commercial. MP17-01 Amendments to Comprehensive Master Plan/Future Land Use Map – Consider the possible amendments and make a recommendation to City Council. 7. Final Plat of Lot 3, Block 12, Starr Addition – Consider the application and make a recommendation to City Council. 8. Consider the minutes of the December 15, 2016 Planning and Zoning Commission Workshop and the December 20, 2016 Planning and Zoning Commission meeting. NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a representative will present the recommendations of the Planning and Zoning Commission to the City Council for consideration in the City Council Chambers. PLANNING & ZONING COMMISSION JANUARY 17, 2017 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 17th day of January 2017 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman B J Wilson Vice -Chairman Monica Hotelling Member Beth Tiggelaar Member Dennis Luers Member Theresa Mason Alternate Robert Rainwater Alternate constituting a quorum with Gary Martin and Jimmy Fechter absent and the following City Staff: Scott Williams Ron Stombaugh John Robertson Albert Triplett, Jr. Susan Batte ' • •C9 Development Services Director Development Services Assistant Director Engineering Construction Manager Planner Il Planning Technician Chairman Oliver called the meeting to order at 7:00 p.m. ITEM 1. The Planning and Zoning Commission discussed AM16-03 possible amendments to the Grapevine Comprehensive Zoning Ordinance relative to the application process. Staff was directed by the Commission at its December 15, 2016 Workshop to make changes to the purpose statement. The Commission discussed adding the PO Professional Office District to the list of districts they would like to see included in the mixture of uses. Monica Hotelling moved to set AM16-03 for public hearing with the inclusion of PO Professional Office District. Robert Rainwater seconded the motion, which prevailed by the following vote: 011717 0 k PLANNING & ZONING COMMISSION JANUARY 17, 2017 Ayes: Oliver, Wilson, Hotelling, Tiggelaar, Luers, Mason and Rainwater Nays: None BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: MP1 7-01 Master Plan/Future Land Use Map Chairman Oliver closed the Briefing Session at 7:13 p.m. Mayor Tate called the meeting to order at 7:33 p.m. in the City Council Chambers. Items 4-5 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. Chairman Oliver called the Planning and Zoning Commission regular session to order at 8:03 p.m. ITEM 6. MASTER PLAN AMENDMENT MP17-01 First for the Commission to consider and make recommendation to City Council was master plan amendment MP17-01. The City Council and Planning and Zoning Commission identified the need to make changes to the Master Plan and Future Land Use Map to accommodate mixed use development projects. The proposed Master Plan and Future Land Use map included a new category Commercial/Mixed Use (C/MU). This category will include residential uses in conjunction with commercial uses. In the Commission's regular session B J Wilson moved to approve master plan update MP1 7-01 with the inclusion of Lot 2, Block 4, J J Daniel to the Study Area #2. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Tiggelaar, Luers, Mason and Rainwater Nays: None 011717 2 PLANNING & ZONING COMMISSION JANUARY 17, 2017 ITEM 7. FINAL PLAT APPLICATION LOT_ 3, BLOCK 12, STARR ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 3, Block 12, Starr Addition. The applicant was final platting 0.271 acres to plat a single lot. In the Commission's regular session Dennis Luers moved to approve the Statement of Findings and Final Plat Application of Lot 3, Block 12, Starr Addition. Theresa Mason seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Tiggelaar, Luers, Mason and Rainwater Nays: None ITEM 8. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the December 15, 2016, Planning and Zoning Workshop. Monica Hotelling moved to approve the December 15, 2016 Workshop minutes. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Tiggelaar, Luers, Mason and Rainwater Nays: None Next for the Commission to consider were the minutes of the December 20, 2016, Planning and Zoning Meeting. Dennis Luers moved to approve the December 20, 2016 Meeting minutes.
