SUBJECT: CITY COUNCIL TO CONSIDER THE THIRD AMENDMENT TO THE
CONTRACT FOR CONSTRUCTION MATERIALS TESTING AND
ENGINEERING SERVICES
RECOMMENDATION: City Council to consider the third amendment to the contract for
construction materials, testing, and engineering services with Terracon
Consultants, Inc.
FUNDING SOURCE: Funds are available in the General Fund (Facilities), Utility Enterprise
Fund, Capital Projects Streets Fund, Storm Drain Fund, Capital Projects
Fund, and the Permanent Capital Maintenance Fund (Streets) for an
estimated amount of$500,000.
BACKGROUND: A contract was awarded to Terracon Consultants, Inc. in the amount of
$250,000 on February 20, 2018. The purpose of this contract was to
establish third party support for construction materials, testing, and
engineering services required by the City for capital projects on an as-
needed basis. These services included geotechnical testing, materials
testing, asbestos materials testing, environmental testing, and inspection
services. A second amendment was approved by council on December
17, 2019, in the amount of$500,000.
The contract has been used by several City departments in recent years.
As such, staff recommends an additional $500,000 be awarded to
Terracon Consultants, Inc. for future construction materials, testing, and
engineering services. Staff intends to continue to use this contract in
support of specific authorized capital projects including facilities, roadway,
parks, storm drains, and utility projects.
Staff recommends approval.
