SUBJECT: APPROVAL OF AN ANNUAL CONTRACT FOR TOWING SERVICES
RECOMMENDATION: City Council to consider approval for the award of a contract to Euless
Wrecker Service, Inc. (also known as Euless B&B Wrecker) for City
towing services for the Police Department.
FUNDING SOURCE: This action will have no material effect on City funds.
BACKGROUND: This contract will address towing and clean-up services for crashes,
arrests, disabled, and abandoned vehicles or other tows requested by the
City. Included are tow services, vehicle releases, and access for City
personnel 24-hours a day, seven days a week, 365 days a year including
all holidays, regardless of weather conditions. The storage facility will be
secure and maintained in compliance with Texas Department of Licensing
and Regulation.
The company will maintain an adequate fleet of tow equipment, both
regular and heavy-duty, and will maintain, in good standing, its proper
certificates for operation approved by the Texas Department of Licensing
and Regulations. The company will maintain insurance, registrations, and
proper functioning safety equipment for all vehicles and equipment and
allow audits of the contract, including inspections of the facilities and
records. Sufficient personnel, including conducting background checks,
licensing, and training will be maintained. The City of Grapevine has
utilized Euless Wrecker Service, Inc. for several years with positive
results.
Purchases will be made in accordance with an existing Interlocal
Cooperative Agreement with The City of Southlake, Texas, as allowed by
Texas Local Government Code, Section 271 and Texas Government
Code, Section 791.
The City of Southlake, Texas, solicited bids on RFP2502B200TS250003,
Annual Contract for Towing Services, and based on evaluations by the
City of Southlake, Texas, an award was made to Euless Wrecker Service,
Inc. The Police and Purchasing staff reviewed the contract for
specification compliance and pricing and determined that this contract
would provide the best service for meeting the needs of the City of
Grapevine.
The contract will be for an initial two-year period, with four one-year
renewal options.
Staff recommends approval.
