FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Utility Enterprise Fund in the estimated amount of$56,000. BACKGROUND: The Grapevine Lake Accounting Plan tracks the usage of water for the City of Grapevine, the City of Dallas, and Dallas County Park Cities MUD from the lake against their water rights. This Plan, approved by the TCEQ in 2002, has been an ongoing process for many years. The Plan requires that a Registered Professional Engineer implement and administer the Plan. The City has been overseeing the plan since 2002, and Plummer Associates was awarded the contract for plan administration by City Council on October 17, 2023. Plummer has updated the existing spreadsheet to a database format input structure and added graphics and reports to perform quality checks and to easily monitor the available capacity of each account. The amendment to the contract is to add monthly plan administration for May 2026 through December 2027, and general engineering services related to the Lake Water Rights Accounting Plan, in the amount of $56,000. The three parties agree to split the costs equally. The City will pay upfront and request semiannual reimbursement from the City of Dallas and Dallas County Park Cities MUD in the amount of$37,334 as billed. Staff recommends approval.
