Invocation: Dr. Doug Page, Pastor First Baptist Grapevine 2. Presentation of the Colors and Pledge of Allegiance: Police Honor Guard CITIZEN COMMENTS 3. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Citizens will have three (3) minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. PRESENTATIONS 4. Mayor Tate to present a proclamation recognizing May 4-8 as Teacher Appreciation Week. 5. Mayor Tate to present a proclamation recognizing May 10-16 as Police Week and May 15 as Peace Officers Memorial Day. 6. Mayor Tate to present a proclamation recognizing May 3-9, 2026 as National Detention Officers Week. 7. Golden Jubilee Honor Committee Chairs, Gary and Cynthia Blankenship of Bank of the West to present an update to the Golden Jubilee celebration honoring 50 years of leadership of Mayor William D. Tate 8. Main Street Fest Co-Chairs Joe and Christine Szymaszek, to provide update on the 42nd Annual Main Street Fest that will take place May 15, 16 and 17, 2026. NEW BUSINESS 9. Consider Ordinance No. 2026-025 providing for the issuance and sale of City of Grapevine, Texas Combination Tax and Revenue Certificates of Obligation, Series 2026 in an aggregate principal amount not to exceed $30,000,000; awarding the sale thereof; levying a tax in payment thereof; authorizing the execution and delivery of a paying agent/registrar agreement; approving the official statement; approving a bond counsel engagement letter, and enacting other provisions relating thereto. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 10. Consider the award of a contract to Euless Wrecker Service (also known as Euless B&B Wrecker), Inc. for City towing services. Police Chief recommends approval. 11. Consider the renewal of an annual sole source contract for public safety radio maintenance with the City of Bedford. Police Chief and Fire Chief recommends approval. 12. Consider the renewal of an annual contract for the purchase of grounds maintenance equipment, irrigation parts, supplies and installations from Longhorn, Inc. Director of Parks and Recreation and Director of Public Works recommend approval. 13. Consider the payment of the Grapevine Lake operation and maintenance fee to the US Army Corps of Engineers. Director of Public Works recommends approval. 14. Consider the purchase of lab equipment, chemicals and instruments for the Wastewater Treatment Plant from IDEXX Industries and North Central Laboratories. Director of Public Works recommends approval. 15. Consider the purchase of lab equipment, chemicals, monitoring and flow measurement equipment and maintenance for the water and wastewater treatment system from the HACH Company. Director of Public Works recommends approval. 16. Consider the renewal of annual contracts for the purchase of waterworks products with Ferguson and Core & Main LP. Consider the third amendment to the contract for construction materials testing and engineering services with Terracon Consultants, Inc. Director of Public Works recommends approval. 18. Consider an amendment to the engineering services contract with Plummer Associates, Inc. to implement and administer the Grapevine Lake Water Rights Accounting Plan and Ordinance No. 2026-031 appropriating the funds. Director of Public Works recommends approval. 19. Consider the fourth amendment to the on-call engineering services contract with Kimley-Horn and Associates and Ordinance No. 2026-032 appropriating the funds. Director of Public Works recommends approval. 20. Consider the third amendment to the on-call SCADA consulting services contract with Team One Integration, LLC and Ordinance No. 2026-033 appropriating the funds. Director of Public Works recommends approval. 21. Approve the minutes of the March 17, 2026 Regular City Council meeting. City Secretary recommends approval. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed to the public. Any decision held on such matter will be taken or conducted in open session following conclusion of the executive session.
