Purpose of Request:
The request (BZA26-07) is for the following special exception to the Grapevine Comprehensive
Zoning Ordinance 82-73: Section 43.E.3, Nonconforming Uses and Structures, which allows the
Board of Zoning Adjustment to approve the remodeling and/or enlargement of a nonconforming
use. The applicant is requesting a special exception to Subsection 13.F.3., Width of Side Yard of
Section 13, “R-20”, Single-Family District, to allow for the construction of a new single -family
dwelling with a 9-foot encroachment into the side yard setback along the southern property line.
The applicant is also requesting a variance to the Grapevine Comprehensive Zoning Ordinance 82-
73: Subsection 13.F.2, Lot Size, of Section 13, “R -20”, Single-Family District, which requires a
minimum lot size of 20,000 square feet, specifically to allow a lot size of 19,560 square feet.

On Monday evening, April 6, 2026, at 6:15 P.M. in the City
Council Chambers, 2nd Floor, 200 South Main Street,
Grapevine, Texas, the Board of Zoning Adjustment of the
City of Grapevine will hold a public hearing to consider the
following items:

Current Zoning: "LI", Light Industrial District
Proposal: The request is for the following special exception
to the Grapevine Comprehensive Zoning Ordinance 82-73:
Section 43.E.3, Nonconforming Uses and Structures, which
allows the Board of Zoning Adjustment to approve the
remodeling and/or enlargement of a nonconforming use.
The applicant is requesting a special exception to Subsection
H.2.A Landscaping Requirements for perimeter landscaping
of Section 53., Landscaping Regulations to reduce the
required depth of landscaping between right-of-way and
vehicle-use areas.

SUBJECT: BOARD OF ZONING ADJUSTMENT CASE
#BZA26-07A&B 3835 W. T. PARR ROAD
MEETING DATE: MONDAY, APRIL 6, 2026
BACKGROUND INFORMATION:
The subject property is developed with a single-story, 2,587 square foot single-family
detached residence on a 19,560 square foot (0.45 acre) lot. The lot was developed in
1972 and is platted as Block 1, Lot 7, Woodland Estates Addition. The subject property
was zoned “R-1”, Single Family Dwelling District prior to the 1984 City-wide Rezoning at
which time it was rezoned “R-20”, Single-Family District Regulations.
VARIANCE REQUEST:
The applicant is also requesting a variance (BZA26-07A) to Subsection 13.F.2, Lot Size,
of Section 13, “R-20”, Single-Family District Regulations which requires a minimum lot
size of 20,000 sq.ft. The applicant is requesting a 440 sq.ft. variance to allow a lot size of
19,560 sq.ft.
ATYPICAL CONDITION:
Staff finds that an atypical condition does exist for the requested variance on this property.
Specifically, the subject property is an existing developed lot, and the dwelling was built
in 1972 prior to the rezoning of the subject site in the 1984 City-wide Rezoning to “R-20”
Single-Family District Regulations. The minimum lot size in “R-1”, Single Family Dwelling
District was 7,500 sq.ft.
SPECIAL EXCEPTION REQUEST:
The applicant intends to demolish the existing residential dwelling, but keep the existing
garage. BZA26-07B is a request for a special exception to allow for the construction of a
new single-family dwelling with a 9-foot encroachment into the required side yard setback
along the southern property line. The existing garage will be converted into livable space.
All other setbacks of the proposed dwelling meet “R -20”, Single-Family District
Requirements.

The following special exception is requested:
To Grapevine Comprehensive Zoning Ordinance No. 82-73, Section 43.E.3, which allows
the Board of Zoning Adjustment to approve the remodeling or enlargement of a
nonconforming structure. Subsection 13.F.3., Width of side yard of Section 13, “R-20”,
Single-Family District Regulations requires that each lot have a side yard setback of 15
feet. The existing garage is approximately 8-feet from the southern property line and
encroaches approximately 9-feet into the required side yard setback.
CONDITION:
Staff finds that a condition does exist for the requested special exception on this property.
Specifically, the existing garage was built prior to the 1984 City-wide Rezoning and the
proposed dwelling will meet all requirements of “R-20”, Single-Family Residential District
Regulations.
RECOMMENDATION:
Staff recommends the Board of Zoning Adjustment approve BZA26-07A, a variance to
Subsection 13.F.2, Lot Size, of Section 13, “R-20”, Single-Family District Regulations to
allow a lot size of 19,560 sq.ft.
Staff recommends the Board of Zoning Adjustment approve BZA26-07B, a special
exception to the Grapevine Comprehensive Zoning Ordinance 82-73, Subsection 15.G.3,
Width of side yard of Section 13, “R-20”, Single-Family District Regulations to allow for
the construction of a new single-family dwelling with a 9-foot encroachment into the
required side yard setback along the southern property line.
