HomeMy WebLinkAboutItem 08 - Government Use District TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS FROM: BRUNO RUMBELOW, CITY MANAGER ERICA MAROHNIC, DIRECTOR, PLANNING SERVICES MEETING DATE: MAY 19, 2026 SUBJECT: PLANNING SERVICES TECHNICAL REPORT OF ZONE CHANGE APPLICATION Z26-02; PUBLICALLY-OWNED PROPERTIES FROM VARIOUS ZONING DISTRICTS TO THE “GU”, GOVERNMENTAL USE DISTRICT. APPLICANT: City of Grapevine PROPERTY LOCATION AND SIZE: The subject properties are located at: 100 Patriot Drive, 1100 Dove Loop Road, 115 East Worth Street, 1150 Dove Loop Road, 1381 North Dooley Street, 1391 North Dooley Street, 2 Grapevine Lake, 2101 Lonesome Dove Road, 216 East Texas Street, 2200 North Kimball Avenue, 2205 Bass Pro Court, 221 West Texas Street, 2235 Bass Pro Court, 2749 Anderson Gibson Road, 2801 Panhandle Drive, 3091 Dove Road, 310 South Main Street, 325 Jenkins Street, 350 Banyan Drive, 3858 Grapevine Mills Parkway, 4001 Corporate Drive, 414 Jones Street, 4301 Lakeside Parkway, 813 Inland Drive, 816 Inland Drive, and 986 Shady Brook Drive and contain approximately 104.74 acres. BACKGROUND: This request seeks to rezone 26 properties (located north of College Street) currently classified under various zoning districts, including residential, commercial, and industrial, to the “GU”, Governmental Use District. The first 26 out of 57 proposed rezoning initiatives for publicly owned properties will be processed in two groups, transitioning from various base zoning districts to the “GU”, Governmental Use District. The first group is scheduled for the Joint Planning and Zoning (P&Z) Commission and City Council meeting on Tuesday, May 19, and the second will follow on Tuesday, June 16. Z26-02.4 1 Importantly, no physical changes to these properties are proposed, this is strictly a zoning classification update. This request is primarily administrative and aims to align existing zoning classifications with the public ownership and intended governmental functions of these properties. The properties involved are owned by various public entities, including the City of Grapevine, the City of Southlake, and the U.S. Army Corps of Engineers (U.S.A.C.E). The current zoning districts do not accurately reflect their governmental use, leading to inconsistencies in the Official Zoning Map. The proposed rezoning will further a uniform designation for publicly utilized properties, enhancing clarity for city staff, elected officials, and the public regarding their intended use. This change will help alleviate potential confusion during future development reviews and land use analyses, ultimately supporting long-term planning and improving administrative efficiency.
