The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular
Sessi on on this 21st day of April 2026 in the Plann ing and Zoning Conference Room with
the following members present-to -wit:

1. Invocation and Pledge of Allegiance: Council Member Duff O’Dell
JOINT PUBLIC HEARINGS
2. AM25-02; “PO”, Professional Office District Conditional Uses – Consider
amendments and changes to the Comprehensive Zoning Ordinance, No. 82 -73,
same being Appendix D of the Code of Ordinances, as follows: Section 12,
Definitions to amend the definition for Planned Neighborhood Shopping Centers,
Section 24, “CN”, Neighborhood Commercial District to amend permitted and

conditional uses, Section 27, “PO”, Professional Office District to amend
permitted, conditional uses, and limitations on uses; and Section 41, Planned
Development Overlay to create a new limitation within Subsection 41.D.
The Commission and Council received a report from staff and held the public hearing.
Raymond Bertrand of 3337 Wilshire Avenue, Grapevine, TX 76051, addressed the
Commission and Council regarding the commercial property adjacent to his residence
and its impact on pest issues in Mr. Bertrand’s residential area.
Joseph Geras of 6104 Ponderosa Street, Colleyville, TX 76034, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
“CN”, Neighborhood Commercial District.
Misty Ventura of 9406 Biscayne Boulevard, Dallas, TX 75218, Grapevine, TX 76051,
addressed the Commission and Council regarding Aspire Living and retaining assisted
living facilities as a permitted use in “PO”, Professional District.
Wade Hiney of 1918 Wood C rest Drive, Grapevine, TX 76051, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
“CN”, Neighborhood Commercial District.
Theresa Mason of 212 East Texas Street, Grapevine, TX 76051, addressed the
Commission and Council regarding concerns about the removal of schools as a
conditional use through the proposed text amendment.
Serge Peters of 571 Briar Croft Drive , Grapevine, TX 76051, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
“CN”, Neighborhood Commercial District.
Cory Hoffman of 1604 Chretien Point Drive, Mansfield, TX 76063 addressed the
Commission and Council , requesting that call centers remain as a conditional use in the
“PO”, Professional Office District.
Courtney Reed of 2350 Hall Johnson Road, Grapevine, TX 76051, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
“CN”, Neighborhood Commercial District.
The Commission and Council tabled text amendment AM25 -02 to the July 21, 2026,
Joint City Council and Planning & Zoning Commission meeting.

3. CU25-50 & Z25-08; Mixed-Use Development - submitted by Kevin Hickman,
Trammell Crow Company for property located at 2800 and 3421 Grapevine Mills
Parkway, proposed to be platted as Block 1, Lots 2 -5, Grapevine Mills Wells
Addition. The applicant is requesting to rezone 28.7 acres from “HCO”, Hotel
Corporate Office District to “CC”, Community Commercial District. The applicant
is also requesting a conditional use permit to develop a master site development
with a 246-unit multifamily development on Lot 2, exceeding the maximum
building height of 50 feet in the “CC”, Community Commercial District and to
reduce the minimum distance between primary and secondary structures from 40
feet to 20 feet. This is also a request to allow the possession, storage, retail sales
of on - and off - premise consumption of alcoholic beverages (beer, wine, and
mixed beverages) in conjunction with a restaurant, within a six -story hotel with
249 rooms, exceeding the maximum building height of 50 feet on Lot 3 in the
“CC”, Community Commercial District to 75 feet. Lots 4 and 5 are shown in
concept for the possession, storage, and retail sales of on - and off -premise
consumption of alcoholic beverages (beer, wine, and mixed beverages) in
conjunction with hotels exceeding the 50 -foot height maximum in the “CC”
District. The property i s zoned “HCO”, Hotel and Corporate Office District and
“CC”, Community Commercial District and is owned by Total E&P USA Real
Estate, LLC.
Staff presented the applicant’s request to table the conditional use permit and zone
change application requests and public hearing to the May 19, 2026, meeting and
answered questions from the Commission and Council .
The Commission and Council tabled conditional use permit request CU25 -50 and zone
change application Z25-08 (Mixed-Use Development) to the May 19, 2026, Joint City
Council and Planning & Zoning Commission meeting.
4. CU26-09; 408 & 416 East College Street Secondary Structures - submitted by
Mark Beatty with DLR Family Real Estate, LLC for properties located at 404, 408,
412, and 416 East College Street, proposed to be platted as Block 1, Lots 1R
and 3R, Grapevine College Heritage Addition. The applicant is requesting a
conditional use permit to exceed the maximum building area and building height
for secondary structures on lots 20,000 sq. ft. or greater in size. The properties
are zoned “R -7.5”, Single-Family District Regulations and are owned by DLR
Family Real Estate, LLC.
The Commission and Council received a report from staff and held the public hearing.
Applicants Sean and Dennis Cather of 408 East College Street, Grapevine, TX 76051 ,
and Chris and Jennifer Rogers of 416 East College Street, Grapevine, TX 76051 ,
presented and answered questions.

5. SU26-01; Fellowship Church Expansion - submitted by Annamarie Taylor with
Kimley-Horn for property located at 2450 North State Highway 121, platted as
Block 1R-2, Lots 1 and 3, Fellowship Church of Los Colinas. The site was
previously approved for special use permit SU23 -02 (Ord. 2023-034) to expand
the existing church structure. The applicant is requesting a special use permit to
allow for expansion to an existing church facility for a 1,200 -seat youth worship
center and outdoor covered sport courts (pickl e and basketball) on Lot 1 and to
amend the site plan around the existing baptistry pond on Lot 3 in conjunction
with an existing church. The property is zoned “CC”, Community Commercial
District, and is owned by Grapevine MLE, LLC.
The Commission and Council received a report from staff and held the public hearing.
Applicant Annam arie Taylor of Kimley-Horn presented and answered questions.
Planning and Zoning Commission recessed to the Planning and Zoning Commission
Conference Room, Second Floor, to consider published agenda items.

Parker moved to table conditional use permit request CU25-50 and zone change
application Z25-08 (Mixed-Use Development). Roberts seconded the motion, which
prevailed by the following vote:
Ayes: Tiggelaar, Hutton, Parker, Roberts, Kercheval, Brown, and Kuelbs

the application and make a recommendation to City Council .
The Commission discussed this item.
Hutton moved to deny without prejudice the Preliminary Plat of Lots 2-5, Block 1,
Grapevine Mills Wells Addition. Parker seconded the motion, which prevailed by the
following vote:
Ayes: Tiggelaar, Hutton, Parker, Roberts, Kercheval, Brown, and Kuelbs
Nays: None
Approved: 7 -0
9. Final Plat Lots 2 and 4, Block 1, Grapevine Mills Wells Addition – Consider the
application and make a recommendation to City Council.

The Commission discussed this item.
Hutton moved to approve the minutes of the March 17, 2026, Planning and Zoning
Commission meeting. Roberts seconded the motion, which prevailed by the following
vote:
Ayes: Tiggelaar, Hutton, Parker, Roberts, and Kercheval
Nays: None
Abstention: Brown and Kuelbs
Approved: 5-0-2
Adjournment
With no further business to discuss, Parker moved to adjourn the meeting at 8:32 p.m.
Hutton seconded the motion, which prevailed by the following vote:
