The public hearing is to consider an application submitted by the City of Grapevine for property
located at 1109 Airline Drive, platted as Block 4, Lot 2, JJ Daniel Addition. This is a city-initiated
request to rezone one lot, 0.23 acre, from the “PO”, Professional Office District to the “R-7.5”,
Single-Family District. The property is owned by Rebel Properties II Ltd.

APPLICANT: City ofGrapevine
PROPERTY LOCATION AND SIZE:
The subject property is located at 1109 Airline Drive
and is proposed tobereplatted as Block 4, Lot 2R,
JJ Daniel Addition. The site contains 0.1990 acre
and has approximately 73 feet offrontage along
Airline Drive.
REQUESTED ZONE CHANGE AND COMMENTS:
The city isrequesting torezone 0.1990 acre from “PO”, Professional Office District to “R-
7.5”, Single-Family Residential District.
The City Council initiated arequest to rezone thesubject site on September 16, 2025,
from “PO”, Professional Office District to “R-7.5”, Single-Family Residential District. Atthe
October 21, 2025, joint City Council and Planning & Zoning Commission meeting, the
Commission recommended that the request be tabled until December 16, 2025, toallow
time for city staff and theproperty owners todiscuss options tomake the subject property
and the adjoining property at1100 South Main Street compliant with current zoning
ordinances after public testimony. At theDecember 16, 2025 meeting, staff requested
and Council approved totable the zone change request to the March 17, 2026 meeting
as staff engaged in discussions both internally and externally toidentify parking solutions
with the property owners. The property owner’s design professional required additional
time toconduct anew survey for both 1109 Airline Drive and 1100 South Main Street, to
include creating areplat forthe two lots with anamended property line between them, as

well as seeking special exceptions from the Board of Zoning Adjustment (Board) for
various issues that exist for 1100 South Main Street.
The subject property is the westernmost 118 feet of Lot 2, Block 4, of the J.J. Daniel
Addition, plat filed in 1947 and is in the center ofa residential subdivision, surrounded by
single-family homes to the south and west, and single-family zoning to the north, south
and west. However, the property is presently zoned "PO," Professional Office District, and
is developed as aprivate parking lot. It ispresently fenced, gated and used for personal
storage and parking. The ownership ofthis lot, by Rebel Properties II, LTD, is the same
as that of the adjacent lot to the east, located at 1100 South Main Street, which houses a
multi-tenant professional office building that utilizes the parking on the subject site.
This rezone request was part of a larger city-wide initiative (MP24-01) to amend Map 2:
Land Use Plan of the Comprehensive Master Plan, future land use map. The proposed
rezone would bring the property into compliance with the adopted future land use
designation (“RL”, Low Intensity Residential), which is consistent with the surrounding
properties. The future land use map amendments (MP24-01) were approved by the City
Council at their meeting on November 18, 2025.
BoardofZoning Adjustment Action
On March 2, 2026, the Board of Zoning Adjustment (BZA) approved aspecial exception
BZA26-03) tothe Grapevine Comprehensive Zoning Ordinance 82-73, Subsection
15.G.1, Depth of Front Yard and Subsection 15.G.2. Depth of Rear Yard of Section
15, “R-7.5”, Single-Family District, to allow the reduction ofthe required front yard setback
of a residential lot from 30 feet to 25 feetand the reduction of the required rear yard
setback of a residential lot from 25 feet to 20 feet, subject to the condition that a final plat
is filed with Tarrant County.
Lot 2 ispresently 137feet deep. With a proposed replat including the property to the east
at 1100 South Main Street, approximately 20lineal feet or 1,387 sq. ft. of Lot 2 is proposed
to be transferred from Lot 2 to the proposed lot to the east for the purpose of constructing
additional off-street parking at a later date. The remainder of Lot 2 will be 118feet deep,
18 feet more than the minimum required in the “R-7.5”, Single-Family District. The
applicant sought relief to reduce the required front and rear yard setbacks of a residential
lot toallow a larger buildable area after the property is rezoned and redevelopment
occurs.
PRESENT ZONING AND USE:
The subject property iscurrently zoned as "PO," Professional Office District, and is
developed as a private parking lot. It ispresently fenced, gated and used for storing a
boat, trailer and parking vehicles. The ownership of this lot, by Rebel Properties II, LTD,
is the same as that of the adjacent lot to the east, located at 1100 South Main Street,
which houses a multi-tenant professional office building.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned “C-W”, Commercial Warehouse District prior tothe 1984
City-wide Rezoning at which time the subject site was rezoned to “PO”, Professional
Office District.
On March 18, 1980, City Council approved zone change request Z80-12 (Ord.
1980-20) to rezone 0.23 acre from “R-1”, Single Family Dwelling District to “SP”,
Specific Use Permit Zoning for parking purposes only, incidental to uses
authorized in “C-1”, Neighborhood Business District, for the purpose ofdeveloping
a parking lot.
In the 1984 City-wide Rezoning, the property was rezoned to “C-W”, Commercial
Warehouse after adoption ofthe Zoning Ordinance, No. 82-73. On May 3, 1984
the subject property was rezoned to “PO”, Professional Office District with Ord. No.
84-22 which is intended for low intensity office and professional uses.
On January 15, 1996, the Building Board of Appeals approved a variance to allow
a 6-foot fence with less than 50% through vision with a 0-foot setback from the
front property line along Airline Drive.
On April 8, 1996, the Building Board of Appeals approved a variance to allow the
placement of barbed wire along thetop on a 6-foot, chain link fence along Airline
Drive.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “R-7.5”, Single-Family Residential District – Multifamily building
SOUTH: “R-7.5”, Single-Family Residential District – Single-family dwelling
EAST: “PO”, Professional Office District – Multi-tenant office building
WEST: “R-7.5”, Single-Family Residential District – Single-family dwelling
AIRPORT IMPACT:
The subject tract is located partially within “Zone A” Zone of Minimal Effect as defined on
the “Aircraft Sound Exposure: Dallas/ Fort Worth Regional Airport Environs” Map. Few
activities will be affected by aircraft sounds in “Zone A” except for sound sensitive
activities such as auditoriums, churches, schools, hospitals, and theaters. The applicant’s
proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan ofthe Comprehensive Master Plan designates the subject property

Master Plan.
