RE: Narrative Letter – Vehicle Parking Request for BluSky at Heritage Business Park, Building 7
Prologis, the owner of Heritage Business Park, a nine-building industrial project with six buildings located
within the City of Grapevine, is submitting this narrative in support of a tenant request related to vehicle
parking at Building 7.
Building 7 is a 74,700-square-foot facility located within the park, with a current vacancy of 14,381 square
feet. Prologis has reached a lease agreement with BluSky Restoration Contractors, LLC
(www.goblusky.com), a national restoration and reconstruction company.
As part of their daily operations, BluSky is requesting permission to park two (2) Sprinter vans and two (2)
box trucks at the rear dock area of Building 7, as shown in the attached site plan. These vehicles are used
for job-related mobilization and may be parked overnight when not in use at project sites.
We respectfully request the City’s consideration of this operational need, as it is essential to BluSky’s service
delivery and will be managed in a clean and orderly manner.

PROPERTY LOCATION AND SIZE:
The subject property is located at 720 Industrial
Boulevard, Suite 200, and is platted as Block 1, Lot
1, Heritage Business Park. The property contains
5.80 acres and has approximately 577 feet of
frontage along Industrial Boulevard and 500 feet of
frontage along Commerce Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for outside storage of box
trucks and vans in conjunction with a proposed construction trade office.
The applicant intends to use an existing, 14,238 sq. ft. lease space for a construction
trade office. As part of their operations, they are requesting to store two (2) box trucks
and two (2) sprinter vans on-site in existing dock-door spaces.
Total required parking is 106 spaces. One hundred and fifty-one (151) spaces are
provided.
There are no other proposed changes to the site.

PRESENT ZONING AND USE:
The property is zoned “LI", Light Industrial District and is developed as a multitenant
office/ warehouse building.
HISTORY OF TRACT AND SURROUNDING AREA:
A western portion of the subject property was not within the City of Grapevine prior to the
1984 City Rezoning, but was located in the City’s extra-territorial boundary. An eastern
portion of the subject property was rezoned in the 1984 City-wide Rezoning from “I-2”,
Heavy Industrial District to “LI”, Light Industrial District.
• On May 20, 1986, City Council approved zone change request Z86-10 (Ord. 1986-
36) to annex 63.53 acres and rezone to “LI”, Light Industrial District.
• On April 4, 2001, site plan request SP01-03 was administratively approved to
establish an office/ warehouse building.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: City of Southlake
SOUTH: “LI”, Light Industrial District – Heritage Industrial Park
EAST: “CC”, Community Commercial District – Wal-Mart
WEST: “LI”, Light Industrial District – Heritage Industrial Park
AIRPORT IMPACT:
The subject tract is located within “Zone C” Zone of Greatest Effect, as defined on the
“Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs” map. Industrial
and commercial uses that can tolerate high levels of sound exposure are appropriate in
“Zone C.” The applicant’s proposal is appropriate to use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Commercial (CO) land use. The
applicant’s proposal is not compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
Industrial Boulevard and Commerce Street are not designated thoroughfares as shown
on the City of Grapevine’s Thoroughfare Plan.
