CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular
Session on this the 21st day of February 2017 in the Planning and Zoning Conference
Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members
present-to-wit:

CALL TO ORDER
Chairman Oliver called the meeting to order at 7:00 p.m.
BRIEFING SESSION
ITEM 1.
Chairman Oliver announced the Planning and Zoning Commission would conduct a
work session relative to the following cases:
Z17-01 THE OAKS OF LONESOME DOVE
AM16-03 AMENDMENTS TO THE ZONING ORDINANCE
Chairman Oliver closed the Briefing Session at 7:30 p.m.

JOINT PUBLIC HEARINGS
Mayor Tate called the meeting to order at 7:33 p.m. in the City Council Chambers.
Items 2-4 of the Joint Public Hearings were held in the City Council Chambers. The
Planning and Zoning Commission recessed to the Planning and Zoning Conference
Room, Second Floor to consider published agenda items.
PLANNING AND ZONING COMMISSION REGULAR SESSION
CALL TO ORDER
Chairman Oliver called the Planning and Zoning Commission regular session to order at
7:49 p.m.
ITEM 5. ZONE CHANGE APPLICATION Z17-01 —THE OAKS OF LONESOME DOVE
First for the Commission to consider and make recommendation to City Council was
zone change application Z17-01 for property located at 2321 Lonesome Dove Road and
proposed to be planned as Lots 1R1 and Lots 2-9, Block A, The Oaks of Lonesome
Dove Revised. The applicant was requesting to rezone 3.507 acres from R-20 single
Family District to R-12.5 Single Family District for the development of nine residential
lots.
In the Commission's regular session B J Wilson moved to approve zone change
application Z17-01. Gary Martin seconded the motion, which prevailed by the following
vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
ITEM 6. FINAL PLAT APPLICATION LOT 1R1 AND LOTS 2-9, BLOCK A, THE OAKS
OF LONESOME DOVE REVISED
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 1R1 and Lots 2-9, Block A,
The Oaks of Lonesome Dove Revised. The applicant was final platting 3.5 acres for the
development of 9 residential lots.
In the Commission's regular session Dennis Luers moved to approve the Statement of
Findings and Final Plat Application of Lot 1R1 and Lots 2-9, Block A, the Oaks of
Lonesome Dove Revised. Jimmy Fechter seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None

ITEM 7. AM16-03 - AMENDMENTS TO SECTION 25, "CC" COMMUNITY
COMMERCIAL DISTRICT, SECTION 26, "HC" HIGHWAY COMMERCIAL DISTRICT,
SECTION 27, "PO" PROFESSIONAL OFFICE DISTRICT, SECTION 29, "HCO" HOTEL
AND CORPORATE OFFICE DISTRICT AND SECTION 32 "BP" BUSINESS PARK
DISTRICT RELATIVE TO THE APPLICATION PROCESS
Next for the Commission to consider and make recommendation to City Council was
proposed amendments to the zoning ordinance relative to the application process and
mixed uses.
A new conditional use category called "Master Site Development Plan" was proposed to
allow, through the conditional use process, the ability to consider multiple requests, to
include multiple conditional use, special use, and planned development overlay
requests, through one application, on tracts of land five acres in size or larger. This
amendment also included a process to recognize additional uses not normally allowed
in the commercial zoning districts which may be appropriate when considered a part of
a large multi-faceted development with a mixture of many uses, i.e., retail, office and
residential uses which will not require a separate zoning change request. This new
category will allow an individual to submit an application and site plan that depicts the
entire development as ultimately intended without the need to separately advertise,
notify and discuss those individual items which can detract from the overall intent and
discussion of the project.
This language was added to Section 25, "CC" Community Commercial District, Section
26, "HC" Highway Commercial District, Section, Section 27, "PO" Professional Office
District, Section 29, "HCO" Hotel and Corporate Office District and Section 32, "BP"
Business Park District as the most appropriate districts that can utilize the Master Site
Development Plan concept.
In the Commission's regular session Monica Hotelling moved to approve AM16-03.
Jimmy Fechter seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
ITEM 8. CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the January 17, 2017,
Planning and Zoning Meeting.
Monica Hotelling moved to approve the January 17, 2017 minutes. Dennis Luers
seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None

ADJOURNMENT
With no further business to discuss, Gary Martin moved to adjourn the meeting at 7:54
p.m. Monica Hotelling seconded the motion which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers
Nays: None
