amendments and changes to the Comprehensive Zoning Ordinance, No. 82-73,
same being Appendix D of the Code of Ordinances, as follows: Section 12,
Definitions to amend the definition for Planned Neighborhood Shopping Centers,
Section 24, "CN", Neighborhood Commercial District to amend permitted and

Raymond Bertrand of 3337 Wilshire Avenue, Grapevine, TX 76051, addressed the
Commission and Council regarding the commercial property adjacent to his residence
and its impact on pest issues in Mr. Bertrand's residential area.
Joseph Geras of 6104 Ponderosa Street, Colleyville, TX 76034, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
"CN , Neighborhood Commercial District.
Misty Ventura of 9406 Biscayne Boulevard, Dallas, TX 75218, Grapevine, TX 76051,
addressed the Commission and Council regarding Aspire Living and retaining assisted
living facilities as a permitted use in "PO", Professional District.
Wade Hiney of 1918 Wood Crest Drive, Grapevine, TX 76051, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
"CN , Neighborhood Commercial District.
Theresa Mason of 212 East Texas Street, Grapevine, TX 76051, addressed the
Commission and Council regarding concerns about the removal of schools as a
conditional use through the proposed text amendment.
Serge Peters of 571 Briar Croft Drive, Grapevine, TX 76051, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
"CN , Neighborhood Commercial District.
Cory Hoffman of 1604 Chretien Point Drive, Mansfield, TX 76063 addressed the
Commission and Council, requesting that call centers remain as a conditional use in the
"PO", Professional Office District.
Courtney Reed of 2350 Hall Johnson Road, Grapevine, TX 76051, addressed the
Commission and Council in support of Buon Giorno Coffee and in opposition to creating
a legal nonconforming status for the business with the proposed amendments to the
"CN , Neighborhood Commercial District.
The Commission and Council tabled text amendment AM25-02 to the July 21, 2026,
Joint City Council and Planning & Zoning Commission meeting.

3. CU25-50 & Z25-08; Mixed -Use Development - submitted by Kevin Hickman,
Trammell Crow Company for property located at 2800 and 3421 Grapevine Mills
Parkway, proposed to be platted as Block 1, Lots 2-5, Grapevine Mills Wells
Addition. The applicant is requesting to rezone 28.7 acres from "HCO", Hotel
Corporate Office District to "CC", Community Commercial District. The applicant
is also requesting a conditional use permit to develop a master site development
with a 246-unit multifamily development on Lot 2, exceeding the maximum
building height of 50 feet in the "CC", Community Commercial District and to
reduce the minimum distance between primary and secondary structures from 40
feet to 20 feet. This is also a request to allow the possession, storage, retail sales
of on- and off- premise consumption of alcoholic beverages (beer, wine, and
mixed beverages) in conjunction with a restaurant, within a six -story hotel with
249 rooms, exceeding the maximum building height of 50 feet on Lot 3 in the
"CC", Community Commercial District to 75 feet. Lots 4 and 5 are shown in
concept for the possession, storage, and retail sales of on- and off -premise
consumption of alcoholic beverages (beer, wine, and mixed beverages) in
conjunction with hotels exceeding the 50-foot height maximum in the "CC"
District. The property is zoned "HCO", Hotel and Corporate Office District and
"CC", Community Commercial District and is owned by Total E&P USA Real
Estate, LLC.
Staff presented the applicant's request to table the conditional use permit and zone
change application requests and public hearing to the May 19, 2026, meeting and
answered questions from the Commission and Council.
The Commission and Council tabled conditional use permit request CU25-50 and zone
change application Z25-08 (Mixed -Use Development) to the May 19, 2026, Joint City
Council and Planning & Zoning Commission meeting.
4. CU26-09; 408 & 416 East College Street Secondary Structures - submitted by
Mark Beatty with DLR Family Real Estate, LLC for properties located at 404, 408,
412, and 416 East College Street, proposed to be platted as Block 1, Lots 1 R
and 3R, Grapevine College Heritage Addition. The applicant is requesting a
conditional use permit to exceed the maximum building area and building height
for secondary structures on lots 20,000 sq. ft. or greater in size. The properties
are zoned "R-7.5", Single -Family District Regulations and are owned by DLR
Family Real Estate, LLC.
The Commission and Council received a report from staff and held the public hearing.
Applicants Sean and Dennis Cather of 408 East College Street, Grapevine, TX 76051,
and Chris and Jennifer Rogers of 416 East College Street, Grapevine, TX 76051,
presented and answered questions.

5. SU26-01; Fellowship Church Expansion - submitted by Annamarie Taylor with
Kimley-Horn for property located at 2450 North State Highway 121, platted as
Block 1 R-2, Lots 1 and 3, Fellowship Church of Los Colinas. The site was
previously approved for special use permit SU23-02 (Ord. 2023-034) to expand
the existing church structure. The applicant is requesting a special use permit to
allow for expansion to an existing church facility for a 1,200-seat youth worship
center and outdoor covered sport courts (pickle and basketball) on Lot 1 and to
amend the site plan around the existing baptistry pond on Lot 3 in conjunction
with an existing church. The property is zoned "CC", Community Commercial
District, and is owned by Grapevine MLE, LLC.
The Commission and Council received a report from staff and held the public hearing.
Applicant Annamarie Taylor of Kimley-Horn presented and answered questions.

April 21, 2026, meeting regarding amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the

Staff briefed the Commission on this item. The Commission discussed. Staff was directed
to compile a comprehensive list of businesses impacted by the proposed amendments to
the "PO" Professional Office District, and "CN , Neighborhood Commercial District, and
to schedule a subsequent subcommittee meeting for further discussion.
2. Discussion and direction regarding amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the
Code of Ordinances, as follows: Section 32, "BP", Business Park District
Regulations, relative to outside storage as a conditional use with use -specific
standards.
Staff briefed the Commission on this item, and the Council had a request to call a public
hearing for these purposes.

The Commission and Council received a report from staff and held the public hearing.
Project representative Joel Behrens with Trammell Crow Company presented and
answered questions.
6. Zoning Change Application Z26-01 and Conditional Use Permit CU26-05 (Sunbelt
Expansion) — City Council and Planning and Zoning Commission to conduct a
public hearing relative to an application submitted by Darren Andrews with
McAdams requesting to rezone approximately 5.132 acres from "CC", Community
Commercial District to "BP", Business Park District. A conditional use permit is also
requested to combine two lots into one and to expand the existing sales and rental
of heavy machinery and equipment use at 1035 Texan Trail (Lot 2A, Block 2,
Airport Crossing JV Wells Addition) to 1048 East Wall Street and to add six (6),
Level 2, electric vehicle (EV) charging stations. The subject property is located at
1048 East Wall Street (Coppell Road) and is currently zoned "CC", Community
Commercial District and "BP", Business Park District.
The Commission and Council received a report from staff and held the public hearing.
Project representative Hannah Haber of McAdams Company presented and answered
questions.
7. Conditional Use Permit CU26-10 (Lucas Drive Secondary Structure) — City Council
and Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by Jeff Hallford requesting a conditional use permit to exceed
the maximum building area for secondary structures on lots 20,000 sq. ft. or
greater in size. The subject property is located at 516 Lucas Drive and is currently
zoned "R-7.5", Single -Family District Regulations.
The Commission and Council received a report from staff and held the public hearing.
Applicant and property owner Jeff Hallford presented and answered questions.
8. Conditional Use Permit CU26-11 (German Car Care) — City Council and Planning
and Zoning Commission to conduct a public hearing relative to an application
submitted by Dan Zatto with Zatto Consulting, LLC requesting a conditional use
permit to allow outside storage, add additional parking, and revise building
elevations for an existing auto repair garage. The subject property is located at
846 East Northwest Highway and is currently zoned "HC", Highway Commercial
District.
The Commission and Council received a report from staff and held the public hearing.
Applicant Dan Zatto of Zatto Consulting, LLC presented and answered questions.
9. Future Land Use Map MP26-01 (Nolen Drive and Industrial Boulevard Area Land
Use Plan Amendment) — City Council and Planning and Zoning Commission to

conduct a public hearing relative to an application submitted by the City of
Grapevine to amend Ordinance No. 87-11 relating to the future land use
designations for property on Map 2: Land Use Plan (Future Land Use Map) of the
Comprehensive Master Plan, for the following properties: 720 Industrial Boulevard,
800 Industrial Boulevard, 801 Industrial Boulevard, 900 Nolen Drive, 1000 Nolen
Drive, and 1001 Nolen Drive from the Commercial (CO) designation to the
Industrial (IN) designation.
The Commission and Council received a report from staff and held the public hearing.
10.Zoning Change Application Z26-02 ("GU", Government Use District (First 26)) —
City Council and Planning and Zoning Commission to conduct a public hearing
relative to an application submitted by the City of Grapevine requesting a city -
initiated rezoning of 26 properties, approximately 104 acres city-wide of various
existing zoning districts to the "GU", Governmental Use District on the Official
Zoning Map. The subject properties are: 100 Patriot Drive, 1100 Dove Loop Road,
115 East Worth Street, 1150 Dove Loop Road, 1381 North Dooley Street, 1391
North Dooley Street, 2 Grapevine Lake, 2101 Lonesome Dove Road, 216 East
Texas Street, 2200 North Kimball Avenue, 2205 Bass Pro Court, 221 West Texas
Street, 2235 Bass Pro Court, 2749 Anderson Gibson Road, 2801 Panhandle Drive,
3091 Dove Road, 310 South Main Street, 325 Jenkins Street, 350 Banyan Drive,
3858 Grapevine Mills Parkway, 4001 Corporate Drive, 414 Jones Street, 4301
Lakeside Parkway, 813 Inland Drive, 816 Inland Drive, and 986 Shady Brook
Drive.
The Commission and Council received a report from staff and held the public hearing.
Josh Edge of 120 Nestlewood Lane, Grapevine, TX 76051, addressed the Commission
and Council as the president of the Silverlake Estates Homeowners Association, strongly
opposing any development at the creek located central to the neighborhood, and
requesting that Council collaborate with the neighborhood for any proposed future work.
Council and staff assured Mr. Edge that no trail or developments are associated with case
Z26-02.
Melissa Schlenker of 817 Fall Creek, Grapevine, TX 76051, addressed the Commission
and Council with concerns about the construction of a trail through the creek within the
Silverlake Estates neighborhood and the associated adverse traffic impact. Council and
staff assured Ms. Schlenker that no trail or developments are associated with case Z26-
02.
Victoria Mujtaba of 804 Spring Creek Drive, Grapevine, TX 76051, addressed the
Commission and Council with concerns regarding the safety of the Silverlake Estates
neighborhood, homeless people in the surrounding wooded area, and potential crime that
may arise from a trail development along the creek. Council and staff assured Ms. Jaba
that no trail or developments are associated with case Z26-02.

Keith Haselhorst of 916 Fall Creek, Grapevine, TX 76051, addressed the Commission
and Council, requesting that the isolated nature of the creek and wooded area within the
Silverlake Estates neighborhood be considered in any future conversations regarding
development of the property. Mr. Haselhorst acknowledged dangerous and undesirable
activities in Katie's Woods as a reference.
Allen Tilson of 909 Spring Creek Drive, Grapevine, TX 76051, addressed the Commission
and Council, expressing concerns that governmental use would destroy the single-family
spirit of the Silverlake Estates neighborhood and harm endangered wildlife. Mr. Tilson
also expressed concerns regarding obscured public hearing notice sign placement and
difficulty contributing input to public cases.
Marie Moore, address stated as 415 Jones Street, Grapevine, TX 76051, addressed the
Commission and Council, expressing concerns with potential City construction at 414
Jones Street. Staff assured Ms. Moore that there are no developments associated with
case Z26-02, and that any active construction belongs to a neighboring property. Staff
will coordinate an on -site visit with Ms. Moore to discuss the property and clarify any of
Ms. Moore's outstanding questions.
Rosa Brewer of 3512 Mercury Drive, Grapevine, TX 76051, addressed the Commission
and Council, representing her mother, Ruth Chambers of 403 Turner Road, Grapevine,
TX 76051, requesting information regarding any potential development at 414 Jones
Street following the property's rezoning to "GU", Government Use District. Staff to
coordinate an on -site visit with Ms. Brewer to discuss the property and clarify any of Ms.
Brewer's outstanding questions.
