SUBJECT: ANNUAL CONTRACTS FOR SWIMMING POOL CHEMICALS
RECOMMENDATION: City Council to consider the approval of annual contracts for the purchase
of swimming pool chemicals with Petra Chemical Company, Inc. and
Sunbelt Pools for the Parks and Recreation Department.
FUNDING SOURCE: Funds are available in the General Fund (Parks) for an annual estimated
amount of $72,000.
BACKGROUND: The purpose of these contracts is to establish fixed annual pricing for
liquid chlorine, muriatic acid, CO2 and other chemicals used to sanitize
and balance water chemistry required for the City of Grapevine's Dove
Waterpark, Pleasant Glade Pool, and The REC aquatic facilities on an as -
needed basis.
The purchase of specific swimming pool chemicals will be made as a sole
source purchase from Petra Chemical Company, Inc. including Sodium
Hypochlorite (Liquichlor — 9.2%) serving aquatic facilities and water
treatment operations. This purchase is in accordance with Local
Government Code Chapter 252, Subchapter B, §252.022. General
Exemptions (a)(7)(A).
In accordance with an existing interlocal agreement with The Local
Government Purchasing Cooperative (Buy Board) a contract was
awarded to Sunbelt for other chemicals as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter
791. The contracts are for an initial one-year period with two one-year
renewals available.
Bids were taken by the Cooperative, and contract was awarded to Sunbelt
Pools. The Parks and Recreation and Purchasing staff reviewed the
contracts for departmental specification compliance and pricing and
determined that the contracts would provide the best service and pricing
for meeting the needs of the City.
Staff recommends approval.
