On Tuesday evening, March 21, 2017 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU17-02 — San Danielle — submitted by Kristopher Colig & Kelly Boynton for property
located at 129 South Main Street #130 and platted as Lot 1, Block 1, Hazlewood
Commercial Building. The applicant is requesting a conditional use permit to allow a
restaurant with the possession, storage, retail sales and on -premise consumption of
alcoholic beverages (beer, wine and mixed beverages) outside dining and outdoor
speakers in conjunction with a restaurant. The property is zoned CBD Central Business
District and is owned by Chateau Group I, Ltd,
CU17-03 — Mason & Dixon — submitted by Beth Newman for property located at 603
South Main Street #302 and platted as Lot C, Block 15, City of Grapevine. The applicant is
requesting a conditional use permit to amend the previously approved site plan to allow a

HL16-09 — Bart H and Annie Starr House — submitted by Robert & Jacqueline Kulick for

Jenkins. The applicant is requesting designation as a historical landmark sub -district.
Such sub -district may include buildings, land, areas, or districts of historical, architectural,
archaeological or cultural importance or value that merit protection, enhancement, and
preservation in the interest of the culture, prosperity, education, and welfare of the people.
The property is zoned R-7.5 Single Family District and is owned by Robert & Jacqueline

The applicant is requesting a Historic Landmark Subdistrict designatio=0

The Historic Preservation Commission, at their January 25, 2017 meeting adopted the
preservation criteria for the subject property, no plans have been submitted for
construction.
The property was owned by Bart H. Starr, Jr., and Harriett Wall Starr and their niece,
Maxine Winfrey Eidson, and her descendants. It passed from the family to David Smith,
local contractor, who then sold the property to Robert and Jacqueline Kulick. The Starr
family was significant in the development of Grapevine and Tarrant County and came to
the Grape Vine Prairie by wagon in 1854-55. Bart's father, B. H. Starr, Sr., was
Grapevines first Mayor. Bart H. Starr, Jr., served as Tarrant County Commissioner and
Main Street businessman. Maxine Winfrey Eidson served as Grapevine Librarian and
dietician for the Grapevine Public Schools as well as working for several Main Street
businesses as bookkeeper.
PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family Residential and is a residential
structure.
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning,

"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RL" Residential Low Density land
use. The applicant's proposal is in compliance with the Master Plan.

Preservation Commission approval for Historic Landmark Overlay #HL16-09 for the
property located at 428 East Worth Street, legally described as Block: 33 Lot: 6A, Yates &
Jenkins Addition, Grapevine, Texas.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, January 25, 2017 at 6:00 PM, in the Grapevine City Hall, 2nd
Floor Council Chambers, 200 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.

BACKGROUND:
On November 23, 2016, applicant/owner Robert and Jacqueline Kulick submitted an
application for Historic Landmark designation, #HL16-09, for property located at 428 East
Worth Street, City of Grapevine. The house was built in 1909 in the popular Folk -Victorian
style. The house is a contributing structure to Grapevine's Original Town National Register
Historic District.
The property was owned by Bart H. Starr, Jr., and Harriett Wall Starr and their niece,
Maxine Winfrey Eidson, and her descendants. It passed from the family to David Smith,
local contractor, who then sold the property to the Robert and Jacqueline Kulick. The
Starr family was significant in the development of Grapevine and Tarrant County and
came to the Grape Vine Prairie by wagon in 1854-55. Bart's father, B. H. Starr, Sr., was
Grapevine's first Mayor. Bart H. Starr, Jr., served as Tarrant County Commissioner and
Main Street businessman. Maxine Winfrey Eidson served as Grapevine Librarian and
dietician for the Grapevine Public Schools as well as working for several Main Street
businesses as bookkeeper.
Staff recommends approval of the Historic Overlay #HL16-09 to record the history of the
property and to allow the Historic Preservation Commission to have input in the future
development of the property. A set of the proposed design guidelines for the property are
attached.
