the last City-approved tax rolls, you received this notice. If you cannot or do not wish to
attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote
of the City Council is required to approve the request.

PROJECT DESCRIPTION: CU26 -10; 516 Lucas Drive Secondary Structure –
submitted by Jeff Hallford for property located at 516 Lucas Drive, platted as Block
4, Lot 12R1, W. C. Lucas Addition. The applicant is requesting a conditional use
permit to exceed the maximum building area for secondary structures on lots
20,000 sq. ft. or greater in size. The property is zoned “R -7.5”, Single -Family
District Regulations and is owned by Jeff Hallford.
PLANNING SERVICES
Dimensional Control Site Plan – Sheet A01
• Dimension the existing patio. If the patio is covered, provide the elevations,
including the material.
• Add the City of Grapevine (access links) Standard Notes and the Data Summary
Table. Remove the Residential units from the table, see the back of the data
summary sheet, remove the landscape area information and retain the format of
the impervious area.
o Required impervious area building coverage is 40% of lot the 65,968 s.f.
lot, which is 26,387 s.f. Add the provided percent and s.f? Required
impervious coverage is 60% of lot or 39,580. Add the provided percent
and s.f.?
• Label the right-of-way for North Lucas Drive as 50-foot.
• Label Hilltop Drive and label as 50-foot right-of-way.
• Add the side yard building setback adjacent to Hilltop Drive of 15 ft.
• Label the rear yard setback of 25 ft., also label it as the setback for the single-
family dwelling.
• Add the adjacent zoning districts:
o North and south “R-7.5” Single Family Resident,
o East, “R-MF-2" Multifamily District (north half), and “GU” Governmental
Use District (south half).
• Add the adjacent legal descriptions:
o North, Bk. 4, Lot 11, W.C. Lucas Addn.
o South, Bk.4, Lot 12R2, W.C. Lucas Addn.

exceed the maximum secondary structure size of 1,500 sq. ft. for a 65,968

• Label sheet A01 as the Dimensional Control Site Plan (DCSP).
• Rotate the the DCSP placing north at the top.
• Consider shrinking the project location map to fit all the information on one sheet.

ft. to North Lucas Street and, from the west property line 118 ft. to Hilltop drive.

point of the primary structure on the property. In no case shall light poles be greater

PROPERTY LOCATION AND SIZE:
The subject property is located at 516 North Lucas
Drive, platted as Block 4, Lot 12R1 W.C Lucas
Addition. The site contains 1.51 acres and has
approximately 133 feet of frontage along North
Lucas Drive East and 111.50 feet of frontage along
Hilltop Drive.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to exceed the maximum building area
for secondary structures on lots 20,000 square foot or greater in size in the “R-7.5”,
Single-Family Residential District, specifically for two secondary structures totaling 2,472
square feet, in conjunction with an existing single family detached dwelling.
On August 19, 2025, City Council and the Planning and Zoning Commission approved
AM24-05 (Ord. 2025-054) to amend the zoning ordinance to regulate the size, setbacks,
and height of secondary structures. With this amendment:
• A maximum of two (2) secondary structures are allowed per residential lot, in
addition to the primary dwelling unit;
• Secondary structures in "R-7.5", Single Family Residential District shall be setback
from side and rear property lines a minimum of six feet. Secondary structures
greater than 10 feet in height shall be set back from the side and rear property

lines six feet plus one additional foot for each additional foot of height over 10 feet;
and
• The height of secondary structures is measured from grade to the tallest roof pitch
with a maximum height of 16 feet.
Grapevine Comprehensive Zoning Ordinance No. 82-73, Section 42. Supplementary
District Regulations, Subsection C. Secondary Structures allows applicants to request a
conditional use permit, for lots 20,000 sq.ft. and larger, to exceed the cumulative
maximum secondary structure size of 1,500 sq.ft. and the maximum height of 16 feet.
This request seeks to exceed the maximum cumulative building area permitted for lots of
20,000 sq. ft. or larger on the subject site.
In conjunction with an existing single family detached dwelling, the applicant is proposing
to construct a 16 foot-tall, 1,800 square foot shed. A 14 foot-tall, 773 square foot
unenclosed-detached covered patio currently exists on the site. All setbacks for the
existing and proposed secondary structures meet requirements as well existing and
proposed building height.

use. The applicant’s proposal is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan does not designate North Lucas Drive, or
Hilltop Drive as thoroughfares.
