PROPERTY LOCATION AND SIZE: The subject property is located at 202 East State Highway 114 and is platted as Block 3, Lot 7, Metroplace Addition. The site contains 1.32 acres and has approximately 167 feet of frontage along East State Highway 114. REQUESTED CONDITIONAL USE AND COMMENTS: The site was previously approved for conditional use permit CU95-28 (Ord. 1995-88) to amend the previously approved site plan for a planned commercial center to allow the development of a retail sales and vehicle repair service establishment. This request is specifically to allow outside storage of vehicles, revise the building elevations and to reimage an existing pole sign in conjunction with an existing automotive repair garage. The applicant is proposing a façade renovation along the north elevation, including the installation of a decorative cornice, two stone veneer columns, and new fascia featuring updated branding for Mavis Tires & Brakes. Two stone veneer columns are also proposed on the south elevation. The existing 40-foot pole sign and the existing 6-foot monument sign are located adjacent to the front property line along East State Highway 114. The pole sign will be updated to an approximately 90 square foot sign face, and the monument sign will be refaced. The outside storage consists of parking customer vehicles in the designated customer parking CU26-07.4 2 area adjacent to the front property line along East State Highway 114. Customers pick up their vehicles daily and are not stored overnight outside. The site requires a total of 20 parking spaces, and 50 parking spaces are provided. PRESENT ZONING AND USE: The property is zoned “CC”, Community Commercial District and is an existing automobile repair garage. HISTORY OF TRACT AND SURROUNDING AREA: The subject site was zoned “I-1”, Light Industrial District prior to the 1984 City-wide Rezoning at which time the subject site was rezoned to “PID”, Planned Industrial Development District. • On May 15, 1990, City Council approved Z90-04 (Ord. 1990-29) to rezone the subject site from “PID” Planned Industrial Development District to “CC” Community Commercial District. • On August 15, 1995, City Council approved CU95-20 (Ord. 1995-61) to establish a planned commercial center on seven lots with in the Metroplace Addition. The subject site was approved for two, 40-foot pole signs and one, six foot tall monument sign. • On November 21, 1995, City Council approved CU95-28 (Ord. 1995-88) to allow a retail sales and repair service company (National Tire Warehouse) and a conditional use permit for a planned commercial center. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: “CC”, Community Commercial District – Chevron/McDonalds, and First Bank Texas SOUTH: Super 8 Motel EAST: DFW Airport Property WEST: “CC”, Community Commercial District – Salt Grass Steak House AIRPORT IMPACT: The subject tract is located within “Zone A” Zone of Minimal Effect as defined on the “Aircraft Sound Exposure: Dallas/ Fort Worth Regional Airport Environs” Map. Few activities will be affected by aircraft sounds in “Zone A” except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The applicant’s proposal is an appropriate use in this noise zone. CU26-07.4 3 MASTER PLAN APPLICATION: The Master Plan designates the subject property as Commercial (CO) land use.
