Purpose of Request:
The public hearing is to consider an application submitted by David Bond with Spiars Engineering
for properties located at 1280 and 1300 Texan Trail, proposed to be platted as Block 1, Lots 1R1
and 2RA1, Park Place Mercedes Addition. These sites were previously approved for conditional
use permit CU13-15 (Ord. 2013-033) to allow the establishment of a planned commercial center
and allow for additional parking in conjunction with an existing automotive dealership with sales
and service of new and used vehicles. This request is specifically to shift an internal lot line to
allow for additional parking, to revise the building elevations of the existing Mercedes Benz
dealership, and to add a shade structure. The properties are zoned “CC”, Community Commercial
District and are owned by DKK West, Ltd. and PPMC Realty, Ltd, respectively.

PROJECT DESCRIPTION: CU26-13; Avondale Mercedes – submitted by David
Bond with Spiars Engineering for properties located at 1280 and 1300 Texan Trail,
proposed to be platted as Block 1, Lots 1R1 and 2RA 1, Park Place Mercedes
Addition. These sites were previously approved for a conditional use permit CU13-
15 (Ord. 2013-033) to amend the site plan of an exi sting automotive dealership
with sales and service of new and used vehicles to allow the establishment of a
planned commercial center and allow for additional parking. This request is
specifically to amend lot lines to allow for additi onal parking, to revise the building
elevations of the existing Mercedes-Benz dealership , and to add a shade
structure. The properties are zoned “CC”, Community Commercial and are owned
by DKK West, Ltd. and PPMC Realty, Ltd, respectively.

summary data table shows 146,684 sq.ft. and the plan shows 144,684 sq.ft.

APPLICANT: David Bond – Spiars Engineering
PROPERTY LOCATION AND SIZE:
The subject properties are located at 1280 and 1300
Texan Trail and are proposed to be platted as Block
1, Lots 2RA1 and 1R1, Park Place Mercedes
Addition. The sites contain a total of 35.96 acres and
have approximately 1,460 feet of frontage along
Texan Trail and 1,174 feet of frontage along Minters
Chapel Road.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved
site plan CU13-15 (Ord. 2013-033) to allow the establishment of a planned commercial
center and allow for additional parking in conjunction with an existing automotive
dealership with sales and service of new and used vehicles . This request is specifically
to shift an internal lot line to allow for additional parking, to revise the building elevations
of the existing Mercedes Benz dealership, and to add a shade structure.
The applicant is proposing to move a portion of Mercedes’s (Lot 1R1) northern lot line
further north to construct additional surface parking on lot 1R1. The amended lot line will
reduce the Porsche dealership’s lot (Lot 2RA1) by approximately 53,000 sq.ft. and will
allow for an additional 450 parking spaces on the Mercedes dealership’s lot. The parking
expansion will include paving existing pervious area on Lot 1R1 and substantial grading
and drainage improvements. There are no new points of access proposed for the lots.

The applicant is also requesting an approximately 2,000 sq.ft. metal canopy on Lot 1R1
to be used for new car delivery.
The overall scope of work includes interior renovations to the dealerships. Additionally,
there will be minor exterior modifications to the southern and eastern elevations of the
building on lot 1R1, which will involve changes to the wall signage and the existing doors.
No other exterior alterations will be made to the building as part of the remodel.
PRESENT ZONING AND USE:
The properties are currently zoned “CC”, Community Commercial District, and are
existing automotive dealerships.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was zoned “C-W”, Commercial Warehouse District and “I-1”, Light
Industrial District prior to the 1984 City-wide Rezoning at which time the subject site was
rezoned to “CC”, Community Commercial District.
• On December 15, 2009, City Council approved conditional use request, CU09-43
(Ord. 2009-57) to establish an automotive dealership with sales and service of new
and used vehicles and a 20-foot pole sign (Mercedes-Benz).
• On July 16, 2013 City Council approved conditional use request, CU13-15 (Ord.
2013-33) to establish a planned commercial center (Mercedes -Benz and Grapevine
Porsche site) and to allow additional parking.
• On June 21, 2016 City Council approved conditional use request, CU16-14 (Ord.
2016-042) to allow an additional automotive dealership (Grapevine Porsche) with
sales and service of new and used vehicles and a 20-foot pylon sign.
• On June 21, 2016 City Council approved a planned development overlay, PD16 -05
(Ord. 2016-043) to deviate from but not be limited to a reduction in the masonry
requirements from Section 54 of the Comprehensive Zoning Ordinance, No. 82 -73
(Grapevine Porsche).
• On October 12, 2017, the Site Plan Review Committee (SPRC) approved conditional
use permit CU17-21 to increase the lot area of Lot 1 to allow additional parking
(Mercedes-Benz).
• On May 8, 2019, SPRC approved conditional use permit, CU19 -39 to allow for the
addition of shade structures (Mercedes-Benz).
• On February 5, 2020, SPRC approved conditional use permit, CU19-40 to allow the
addition of shade structures placed atop of 807 parking spaces (Grapevine Porsche).

• On July 7, 2021, SPRC approved conditional use permit, CU21-17 to adjust property
lines and to allow for a building expansion (Mercedez-Benz).
• On July 7, 2021, SPRC approved conditional use permit, CU21-18 to allow property
line adjustment due to acquiring former TxDot right -of-way along Texan Trail
(Grapevine Porsche).
• On June 9, 2022, SPRC approved conditional use permit, CU22 -19 to allow three
additional shade structures in the rear parking area of the subject site (Grapevine
Porsche).
• On May 21, 2024, City Council approved CU24-11 (Ord. 2024-045) to allow a 13,184
sq.ft. addition to the existing Porsche dealership and four electric vehicle (EV)
charging stations and planned development overlay PD24 -03 (Ord. 2024-046) to
deviate from masonry requirements.
• On June 8, 2023, SPRC approved CU23-12 to add a monument sign adjacent to
Minters Chapel Road, remove the existing 10-foot pylon sign adjacent to Minters
Chapel Road, and to add four informational/ directional signs adjacent to the north
building elevation (Mercedes-Benz).
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “LI”, Light Industrial District – Multitenant Warehouse Development
SOUTH: “PCD”, Planned Commerce Development District – Sewell/ BMW

AIRPORT IMPACT:
The subject tract is located within "Zone B" zone of middle effect, as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In “Zone
B”, the following uses may be considered only if sound treatment is included in the
building design: multifamily apartments, motels, office buildings, movie theaters,
restaurant, personal and business services. Single-family residential and sound sensitive
uses such as schools and churches should avoid this zone. The applicant’s proposal is
an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
CU24-11/ PD24-03 4
as a Commercial (CO) land use. The applicant’s proposal is compliant with the Master
Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates Texan Trail as a Type A, Major
Arterial with a minimum 100-foot of right-of-way developed as six lanes with a center
median. Minters Chapel Road is designated as a Type E Collector with a minimum 75 -
foot right-of-way developed as four lanes.
