This letter confirms on June 24, 2026 the Historic Preservation Commission approved with
conditions #CA26-24 for the property addressed 508 East Worth Street, legally described as
Block 2, Lot 8, D. E. Box Addition, City of Grapevine to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended, for the
following:
1. Construct a new 633 square foot addition to the rear of the existing 1630 square
foot house;
as per the attached plans with the conditions that the exterior fireplace chimney shall
be removed and replaced with a through the wall vent; and foundation plans and all
exterior materials, windows, doors and door hardware, and light fixtures be approved
under a separate Certificate of Appropriateness; and that a building permit is
obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit is, is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA26-24 for the property located at 854 East Wall Street,
legally described as Block 2, Lot 8, D. E. Box Addition, City of Grapevine, to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
1. Construct a new 633 square foot addition to the rear of the existing 1630 square
foot house;
as per the attached plans with the conditions that all exterior materials, windows, doors
and door hardware, and light fixtures be approved under a separate Certificate of
Appropriateness; and that a building permit is obtained from the Building Department.
BACKGROUND:
Certificate of Appropriateness application #CA26-24 was submitted by the owners Justin and
Jennifer Hibbs April 10, 2026, for the historic 1950 L. C. Highnote House, to construct a new
633 square one-story addition to the rear of the 1630 square foot house. The house was built
in the D. E. Box Addition in the Minimal Traditional style that was popular following World War
II during the 1940s and 1950s.
The Hibbs family purchased the house to serve as their family home. The plans were
developed for the house by architect Russell Moran following the Design Guidelines
established for the D. E. Box Addition Historic District and the Grapevine Pattern Book.
The new addition would be constructed on a pier and beam foundation matching that of the
existing house. The addition connects the house with the existing garage through a new
mudroom, and contains a new utility room, bathroom and family room with masonry enclosed
fireplace and chimney cap. There is an attached covered deck on the south end of the family
room and an open deck along the east side. Exterior siding and trim would match the existing
wood siding and trim of the house. The roof would be asphalt shingles.

The lot is 16,650 square feet in size. The existing house of 1630 square feet with the 633
square foot addition total 2,274 square feet of living area; together with the existing 413
square foot attached two -car garage, the house totals 2,687 square feet. Building height is
15-9". The building coverage would be 17.9% (maximum 40% lot coverage).
There is a previous BZA case from 2015, #BZA2025-09 that allowed the existing front and
side yard encroachment that exists today.
Staff recommends approval of #CA26-24 for plans to Construct a new 633 square foot
addition to the rear of the existing 1630 square foot house; as per the attached plans with the
conditions that all exterior materials, windows, doors and door hardware, and light fixtures be
approved under a separate Certificate of Appropriateness; and that a building permit is
obtained from the Building Department.
