SUBJECT: GRAPEVINE POLICE PROMOTIONAL EXAMINATIONS AND
ASSESSMENTS FOR SERGEANTS AND LIEUTENANTS
RECOMMENDATION: City Council to consider the renewal of the annual Grapevine Police
promotional examinations and assessments for sergeants and lieutenants
from Southwest Leadership Resources for the Police Department.
FUNDING SOURCE: Funds are available in the General Fund (Police) for an annual estimated
amount of $16,490.
BACKGROUND: The Grapevine Police Department worked with Southwest Leadership
Resources, LLC to administer the promotional examinations and
assessments processes to Sergeant and Lieutenant candidates on June
9-10 and June 16-17, 2026. The results will be used to assist in
determining promotional selections. Vacancies existed in both ranks due
to prior retirements.
This procurement will be made as a sole source purchase in accordance
with Local Government Code Chapter 252, Subchapter B, § 252. 022.
General Exemptions (a) (7) (A). Items or services that are available from
only one source because of patents, copyrights, secret processes, or
natural monopolies.
Staff recommends approval.
