SUBJECT: DONATION OF POLICE VEHICLE TO JACK COUNTY CONSTABLE
OFFICE
RECOMMENDATION: City Council to consider a resolution declaring a 2015 Chevrolet Tahoe as
surplus, authorizing donation of said vehicle to Jack County Constable
Office for the Police Department.
FUNDING SOURCE:
BACKGROUND: The Police Department has concluded service of a 2015 Chevrolet Tahoe,
Unit 94305. This unit was assigned to the Patrol Section and used for
patrols and response to calls. This unit was replaced with a new unit for
the Police Department in the City's FY2026 Budget.
Grapevine specific graphics and all equipment have been removed except
for the emergency lighting and control unit.
Staff is proposing to donate this vehicle to Jack County, Texas,
Constable's Office for their use as a law enforcement agency. Staff has
been in contact with Constable Clyde Watson regarding this possible
donation, and he has expressed his gratitude for the City's consideration
in this matter.
Staff recommends approval.

title againstthe lawful claims of all persons whomsoever.
In Witness Whereof, the city has caused this instrument to be executed in its
name by a duly authorized representative.
Upon retirement of equipment, recipient is responsible for proper disposal in
accordance with environmental regulations.

Dear Sir,
I want to personally thank you for the consideration you have given us in the
possibility of obtaining a patrol unit from your agency. In December of
2025, I added another position to the Jack County Constable's Office due to
the workload which increased when the Sheriff's Office forwarded all civil
process to my Office. The Commissioner's Court voted to move my part
time deputy to full time but would not go so far as to approve another
vehicle. I assigned my patrol unit to my Deputy while I have been using my
personal vehicle.
The Sheriff's Office was asked if they had any spare units that we could use,
to which they said they did not have any. That led me to reach out to find
other ways to make up the patrol unit deficit we have right now.
If awarded a patrol unit, that unit would be put into service for the Jack
County Constable's Office as a front-line unit. It would be used for law
enforcement activities as approved by the Jack County Constable's policies.

SURPLUS PROPERTY TRANSFER FORM
This form should be printed and filled out before the transfer of any surplus property to the Warehouse. Any
property sent to the Warehouse without this form will not be accepted and/or returned to the department for the
proper paperwork.
A. INSTRUCTIONS TO TRANSFER SURPLUS PROPERTY:
1. All capital equipment with an asset tag requires an ASSET TRANSFER FORM to be filled out by the transferring
department and sent with the capital equipment. This form can be obtained from Finance and is in addition to the
surplus property transfer form.
2. It is the department's responsibility to insure delivery of the equipment to the Warehouse. For larger equipment or a
large amount of equipment, and as a service, the Warehouse will arrange for the transfer by an outside company. If
the department would like these arrangements to be made, the department number to be charged should be
included on the form below.
3. Depending on the age, type and condition of the equipment, all property received at the Warehouse will first be
offered to other departments that may be in need of the property and, if not, then added to the surplus property list
to be disposed of at auction.
INSTRUCTIONS TO FILL OUT THIS FORM.
1. Print out this form.
2. Fill in all information listed below.
3. If necessary, obtain a asset transfer form from Finance and fill out completely.
4_ Bring this form, the asset transfer form (if required) and the equipment to the Warehouse.
5. If you request an outside company to transfer the equipment, please note that on the form below and send only this
form and the asset transfer form (if required). The Warehouse will then make arrangements to have the equipment
picked up.
6. FILL OUT ONE FORM FOR EVERY PIECE OF EQUIPMENT. YOU MAY USE ONE FORM FOR A NUMBER OF
MISCELLANEOUS SMALL ITEMS BUT MAJOR PIECES OF EQUIPMENT (ANYTHING LARGER THAN A
TYPEWRITER AND ANYTHING THAT HAS A SERIAL NUMBER) REQUIRE ONE FORM FOR EACH PIECE OF
EQUIPMENT.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, DECLARING CERTAIN
PROPERTY SURPLUS AND/OR SALVAGE;
PROVIDING FOR THE DONATION OF SAID
PROPERTY TO THE JACK COUNTY CONSTABLE'S
OFFICE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, it has been determined that the City of Grapevine is in possession
of surplus and/or salvage property; and
WHEREAS, one item would be of use to the Jack County Constable's Office.
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the
best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and
correct and are incorporated herein by reference as if copied in their entirety.
Section 2. That the following item is declared surplus and is donated to the Jack
County Constable's Office:

Section 3. That the City Manager, or his designee, is authorized to make
the above item available to the Jack County Constable's Office.
Section 4. That this resolution shall take effect from and after the date
of its passage.
