Because you are a property owner within 200 feet of the subject tract of land as shown by
the last City-approved tax rolls, you received this notice. If you cannot or do not wish to
attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote of
the City Council is required to approve the request.

Purpose of Request:
The public hearing is to consider an application submitted by Megan Moore with Cresa for property
located at 900 Port America Place, platted as Block 1, Lot 1, James Keller Addition. The site was
previously approved for a conditional use permit , CU1996-08 (Ord. 1996-026), to allow freight
forwarding. This request is specifically to allow an automotive repair garage with outside storage in
conjunction with a proposed business within an existing warehouse. The property is zoned “LI”,
Light Industrial District, and is owned by Barr & Hoffman Properties, LLC.
A copy of the site plan is on file with the Department of Planning Services or online with the City
Council packets at https://grapevinetexas.gov/89/Agendas-Minutes three business days prior to the
meeting.

o The purpose of Conditional Use Permit CU25 -49 is to allow the
operation of an automotive repair garage (Crash Champions /
Collision Repair), including outside storage, in conjunction with an
existing building .
o The purpose of Board of Zoning Adjustment BZA26 -06 is to allow
for a special exception to interior landscaping, perimeter
landscaping and non -vehicular open space requirements in
conju nction with an existing .
o Do not include in the purpose statement , but f ollowing the reformatted landscape table, a final determination of the special exception request will be determined, taking into account interior trees , perimeter trees, and non -vehicular open space tree requirement s.

Dimensional Control Site Plan – Sheet C-04.0
• Label the site plan as Dimensional Control Site Plan.
• The parking space located in the northwest corner of the site, adjacent Port
America Place must be removed and not counted towards provided parking.
Parking is not permitted within the 30-foot front yard.
• Parking bays located within the body shop can be included and counted toward
the total number of parking spaces provided.
• Include the gross parking calculation and the percentage.
• The office area and the storage area totals do not match totals shown on the
floor plan table. Review and revise accordingly.
• Revise the landscape setback along Minters Chapel to 15 feet.
• The proposed monument sign is shown off site, which is not permitted. The sign
shall be located on site and shall maintain a minimum setback of ten (10) feet
from the nearest property line.
• Label the height, material type and location of existing and proposed fences.
• Show internal vehicle circulation with directional arrows.

Landscape Plan – Sheet L-01.2
NOTE: Light fixtures excluding accent lighting of architectural building features and
lighting of public art or public monuments shall be mounted no higher than the highest
point of the primary structure on the property. In no case shall light poles be greater
than 30 feet in height.
• The proposed monument sign is shown off site, which is not permitted. The sign
shall be located on site and shall maintain a minimum setback of ten (10) feet
from the nearest property line.
• Provide a heavier line weight for the property lines.
• Find an alternative to Bald Cypress which is not on the approved tree list.
• Provide the symbols for the trees in the plant schedule.
• Remove the contractor notes.
• Revise the format of the Landscape Tabulations Table to the following:
o Interior calculation, second perimeter calculation and last non-vehicular
open space calculation.
o Interior tree calculation is correct
o The perimeter tree calculation includes Port America (286 feet), Minters
Chapel (434 feet), and Arline Drive (280 feet), for a total perimeter length
of 1,000 linear feet. Based on this total, twenty (20) perimeter trees are
required.
o The non-vehicular opens space tree calculation is 2 trees.
• Label Airline Drive.
• Label the height, material type and location of existing and proposed fence.
• Add the following notes:
o 1. With the exception of the west property line, vehicle use areas
shall be screened by shrubs minimum of two (2) feet in height
when measured immediately after planting. Hedges, where
installed, shall be planted and maintained to form a continuous,
unbroken, solid, visual screen which will be three (3) feet high
within one (1) year after time of planting.
o 2. All requirements of the City of Grapevine soil erosion control
ordinance shall be met during the period of construction.

Reduce light levels at ground level of all property lines of the subject property to the
following levels based on the zoning of the adjacent properties:
• Single-family – 0.2 footcandles
• Multi-family – 0.5 footcandles
• Non-residential districts, streets – 3.0 footcandles
• Industrial districts – 5.0 footcandles
• If new on-site lighting is proposed, provide an elevation of the light pole and base
not to exceed 30 feet.

sprinkler system will be able to cover what is proposed inside
• Outdoor storage needs to be out of fire lane
• Automatic knox switch is required for all gates crossing fire lanes
Revise the gate on the east side of the property. When opened, the
gate will block the fire lane
• Along Portamerica (northwest back entrance), new fire hydrant is required
in order to meet FDC requirements.

(SECOND READING) CRASH CHAMPIONS
RECOMMENDATION:
Staff recommends that City Council approve Conditional Use Permit Application CU26-
03 on the second reading of an ordinance and take any other action necessary.
BACKGROUND:
Conditional Use Permit CU26-03 was submitted by Megan Moore of CRESA, and
approved on the first reading of an ordinance by City Council at the March 17, 2026
meeting. The request was to allow for an automotive repair garage with outside storage,
in conjunction with a proposed business.
The applicant proposes utilizing 25,101 square feet of an existing 35,429 square foot
warehouse. The use will include areas for automotive repair, office operations, paint
booth, and storage. Outdoor vehicle storage for vehicles awaiting repair will be located
on the west side of the site and will be screened by a six foot wooden fence. The total
required parking for all uses is 129 spaces; 154 spaces are provided.
The applicant sought approval of a special exception from the Board of Zoning
Adjustment to reduce the minimum depth of perimeter landscaping of 15 feet when
adjacent to right-of-way.
On April 6, 2026, the Board of Zoning Adjustment approved special exception (BZA26-
06) to the Grapevine Comprehensive Zoning Ordinance 82 -73, Section 53, Landscaping
Regulations, to allow a reduction to the required depth of landscaping between right -of-
way and vehicle-use areas along the eastern property line for a proposed business,
Crash Champions.
This approval is subject to the improvements shown on the landscape plan dated
December 29, 2025, and the site plan dated January 23, 2026.

PROPERTY LOCATION AND SIZE:
The subject property is located at 900 Port America
Place and is platted as Block 1, Lot 1, James Keller
Addition. The property contains 2.886 acres, and
has approximately 265 feet of frontage along Port
America Place, 435 feet of frontage along Minters
Chapel Road, and 280 feet of frontage along North
Airfield Drive.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for an automotive repair
garage with outside storage, in conjunction with a proposed business.
The applicant proposes to utilize 25,101 square feet of an existing 35,429 square foot

at Council’s April 21, 2026, meeting.

PRESENT ZONING AND USE:
The property is zoned “LI", Light Industrial District and is developed as a warehouse.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned in the 1984 City -wide Rezoning from “I-1”, Light
Industrial District to “LI”, Light Industrial District.
• On April 1, 1996, Board of Zoning Adjustment approved BZA1996 -07 to allow for
deletion of approximately 255 lineal feet of perimeter landscaping adjacent to the
west property line.
• On April 16, 1996, City Council approved CU1996-08 (Ord. 1996-05) to allow for
a 35,000 square foot freight forwarding warehouse.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “LI”, Light Industrial District – Warehouse
SOUTH: DFW International Airport Property – Undeveloped
EAST: DFW, International Airport Property – City of Grapevine Water
Storage Tank, a Cellular Antenna, previously occupied by AT&T, and
a Warehouse
WEST: LI”, Light Industrial District – Warehouse
AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building
design: multi family apartments, motels, office buildings, movie theaters, restaurants,
personal and business services. Single family residential and sound sensitive uses such
as schools and churches should avoid this zone. The applicant’s proposal is an
appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Industrial (IN) land use. The
applicant’s proposal is compliant with the Master Plan.

THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan does not designate Port America Place,
Minters Chapel Road, or North Airfield Drive as thoroughfares.
